President William Ruto has appointed former Gender and Affirmative Action Cabinet Secretary Aisha Jumwa and former nominated Senator Millicent Omanga to new government positions. The appointments were announced in a gazette notice dated Friday, January 17, 2025.
Aisha Jumwa has been named the non-executive Chairperson of the Kenya Roads Board (KRB) for a three-year term, starting immediately. This appointment also led to the revocation of Ahmed Kolosh Mohamed’s previous role in the same position.
The gazette notice signed by President Ruto stated:
“In exercise of the powers conferred by section 7 (1) (a) of the Kenya Roads Board Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Aisha Jumwa Katana to be the non-executive Chairperson of the Kenya Roads Board for a period of three (3) years, effective January 17, 2025.”
KRB was established to oversee Kenya’s road network by coordinating its development, rehabilitation, and maintenance. The board manages the Kenya Roads Board Fund and advises the Cabinet Secretary for Roads on related matters. Its key responsibilities include:
- Ensuring efficient and safe roadworks.
- Overseeing how funds collected from the fuel levy and other sources are distributed for road projects.
- Monitoring the operations of road agencies to ensure projects are properly managed and completed.
- Supervising the procurement process for all road projects funded through the Road Maintenance Levy Fund and other revenue sources to ensure adherence to set guidelines.
- Recommending the appropriate road user charges, penalties, and levies to be collected under the Road Maintenance Levy Fund Act of 1993.
- Advising the government on reviewing the fuel levy and exploring other revenue sources for road maintenance.
The Kenya Roads Board is governed by a Board of Directors, consisting of eight members from the private sector and five from the public sector.
Meanwhile, Defence Cabinet Secretary Soipan Tuya appointed Millicent Omanga as a member of the Board of Directors of Kenya Shipyard Limited.
In another appointment, President Ruto named Jimmy Kadhua Kahindi as the non-executive Chairperson of the Kenya Fishing Industries Corporation, also for a three-year term starting January 17, 2025.
The gazette notice read:
“In exercise of the powers conferred by section 6 (1) (a) of the Kenya Fishing Industries Corporation Order, 2018, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Kadhu Jimmy Kahindi to be the non-executive Chairperson of the Board of the Kenya Fishing Industries Corporation for a period of three (3) years, with effect from January 17, 2025.”
These appointments reflect President Ruto’s continued efforts to fill key leadership positions in government agencies with experienced individuals to ensure effective service delivery.
