Ruto’s Advisor Calls Out Popular Club for Causing Excess Noise Along Kiambu Road
A top government advisor who is close to President William Ruto has called on the National Environment Management Authority (NEMA) to take immediate action against Habanos Club, located along Kiambu Road, for allegedly causing excessive noise pollution.
In a statement shared on his official X (formerly Twitter) account on Sunday, April 6, the advisor—who previously headed the Hustler Nation Intelligence Bureau (HNIB)—said he had received several complaints from residents living near the club.
According to him, the loud music and constant noise from the establishment are disturbing families in the area, especially school-going children who need a quiet environment to rest and study.
He urged the club’s management to learn from neighboring clubs like BND, which have already installed proper soundproofing systems to minimize disturbance to nearby residents.
He emphasized that clubs must be mindful of the people living around them.
“Dear HABANOS, please install soundproofing—just copy your neighbour BND. Families and children, even as far as Ridgeways, feel like they’re living inside your club.
An elderly lady told me she had to spend money on soundproofing her own home just to block out the noise. Please take action. @NemaKenya,” he wrote.
The advisor’s remarks come just two weeks after NEMA directed three clubs located in the Lavington area to implement noise reduction measures or risk having their businesses shut down. NEMA stated that the loud noise from these clubs was seriously affecting residents in Lavington and Kilimani—areas known for their peaceful, upscale neighborhoods.
“NEMA environmental inspectors, accompanied by officers from the NEMA police unit, carried out an inspection in Lavington and Kilimani and ordered three clubs to immediately adopt strong noise control strategies. If they fail to do so, they risk closure,” the authority said in an official statement.
In 2023, Nairobi Governor Johnson Sakaja issued a county-wide ban on nightclub operations within residential areas. He made it clear that such establishments must operate only in commercial zones.
The governor also directed club owners to provide official maps showing exactly where their clubs are located, to confirm that they are operating legally.
Furthermore, he warned that clubs would not be allowed to operate near government buildings or within government premises.
In February 2024, NEMA reiterated its firm stance on noise pollution. The authority vowed to take legal action against any business, including churches, companies, and clubs, found to be disturbing the peace through loud activities.
They emphasized that no one will be spared if found guilty of contributing to noise pollution in any part of the country.
