Detectives Recover Ksh180 Million from Turkana County Watchman as EACC Probes Ksh600M Corruption Scandal

The Ethics and Anti-Corruption Commission (EACC) has launched investigations into a major corruption scandal involving ten senior officials from Turkana County.

The officials are suspected of mismanaging and embezzling public funds amounting to Ksh600 million through fraudulent procurement deals.

In a recent statement, the EACC revealed that these county officials were part of a well-organized corruption network that manipulated procurement processes to divert county money into personal and business accounts. The funds were reportedly channeled through various companies owned or linked to the suspects.

One of the most shocking discoveries was the freezing of Ksh180 million in bank accounts owned by a security warden employed by the Turkana County Government.

Investigators found that this individual, despite holding a low-ranking job, had vast amounts of money stashed in personal and business accounts.

The court order to freeze the funds was obtained on March 3 after investigators found credible evidence linking the warden and affiliated companies to suspicious financial transactions.

The Commission further explained that the County Executive Committee (CEC) Member for Finance, who is among those being investigated, is suspected of conducting business with the county through multiple shell companies.

These companies reportedly received more than Ksh600 million between the 2022/2023 and 2023/2024 financial years, allegedly in exchange for supplying goods and services—many of which were either inflated in price or never delivered at all.

During a recent raid, EACC detectives recovered Ksh6.5 million in hard cash from a car belonging to the CEC Member for Finance.

This discovery raised even more questions about the source of the cash, which is suspected to be part of the looted public funds.

“Today’s operation has uncovered crucial evidence that will support the ongoing investigation. Among the findings is Ksh6.5 million in cash hidden in the vehicle of the CEC Finance official.

The money is believed to be part of the proceeds from the corrupt dealings,” the EACC stated.

The anti-graft body also revealed the identities of other officials under probe. These include the Chief Officer for Municipalities and Urban Management, Chief Officer for Roads and Transport, the Director of Procurement, a Senior Accountant, and a Cleaning Supervisor working within the Turkana County administration.

Also under investigation are two businessmen and a former Assistant Director of Accounting. Notably, the security warden whose accounts were frozen is reportedly married to one of the implicated county officials, which raises concerns about collusion and misuse of positions for personal gain.

According to the EACC, the group is accused of exploiting their positions of trust to misappropriate public funds through a variety of means, including inflated tenders, ghost projects, bribery, and paying for contracts that were never fulfilled.

“The suspects are believed to have violated their roles by engaging in bribery, procurement fraud, and embezzlement. They used fake contracts and collaborated with business partners to siphon funds meant for public services,” the Commission explained.

The suspects are expected to be taken to government offices in Lodwar where they will be required to record statements as part of the investigation process.

EACC emphasized that once the investigation is complete, the findings will guide the next steps, which could include prosecution of the suspects, recovery of stolen assets, and legal action to seize unexplained wealth and property linked to the corruption.

“After completing our inquiries, we will take appropriate legal measures, which may involve prosecution of those found guilty, recovering public funds, and reclaiming wealth acquired through corruption,” the Commission concluded.
