President William Ruto has announced a new directive that reserves 20% of all affordable housing units built by the government specifically for Kenya’s disciplined forces. This includes personnel from the Kenya Defence Forces (KDF), National Police Service, Kenya Prisons Service, and the National Youth Service (NYS).
Speaking during a public event, President Ruto explained that this allocation will be ring-fenced—meaning it will be strictly reserved—to ensure that members of the country’s security services directly benefit from the government’s affordable housing projects.
The move aims to address the long-standing housing challenges faced by officers, particularly in urban areas where accommodation is often expensive and in short supply.
“As part of our government’s policy framework, I want to make it clear that 20 per cent of all housing units under the Affordable Housing Programme will be allocated to our disciplined forces,” the President said.
“These units will be reserved for our men and women serving in the military, the police, the prison service, and the NYS.”
To further support home ownership among uniformed officers, the President also unveiled a new financing model. This model includes access to low-interest loans, with rates tailored to the type of housing unit. Officers purchasing social housing will receive loans at just 3% interest.
Those opting for affordable housing will pay 6%, while buyers of high-market units will benefit from a 9% interest rate.
“In addition to the housing allocation, officers will enjoy flexible and subsidised financing. Depending on the type of home they choose, they will pay single-digit interest rates—starting as low as 3%,” President Ruto added. “This is designed to make homeownership a reality for our security personnel.”
The President also highlighted progress already made in the housing program. He revealed that the government has so far built 2,000 housing units across the country for police officers. Furthermore, plans are underway to construct 17,000 more homes for security forces, with the procurement process already launched.
During his visit to the Industrial Area in Nairobi County, where he officially launched the Central Bank of Kenya Police Housing Complex, President Ruto commissioned several new residences.
These included 200 fully furnished two-bedroom apartments and 10 three-bedroom apartments, designed to offer decent, comfortable, and dignified housing for officers stationed at the Central Bank of Kenya.
The government’s broader Affordable Housing Programme not only aims to ease the burden of shelter for Kenyans but also serves to honour and support security officers by ensuring they have stable and modern living conditions—reflecting their vital role in protecting the country.
