Governor Barasa Makes Key Changes to Kakamega County Leadership
Kakamega Governor Fernandes Barasa has taken a major step in reorganizing the county’s top leadership by nominating 14 individuals to serve as Chief Officers in various departments of his administration.
The move is expected to bring significant changes to senior-level management within the county government.
The nominations were announced in an official notice released on Wednesday, July 16. According to Governor Barasa, the individuals were carefully selected after a competitive recruitment process and a series of interviews conducted by the County Public Service Board.
The new appointments span across several vital departments in the county, including economic planning, information and communication technology (ICT), financial management, public health, roads and energy, land and physical planning, and county administration, among others.
“After a thorough recruitment exercise and interviews of shortlisted candidates conducted by the County Public Service Board—and in accordance with Section 45(1) of the County Governments Act 2012—I hereby nominate the following individuals for appointment as Chief Officers, subject to the approval of the County Assembly,” read the Governor’s official statement.
Among those nominated is Rose Muhanda Manyenya, who has been proposed for the role of Chief Officer for Public Health. The Roads and Energy docket has been handed to Engineer Joseph Agingu Sweta.
In the Social Services, Gender, and Culture department, Christine Oside Kimunguyi was nominated, while Anslem Lubonga Malinya was selected to head Education, Science, and Technology.
Governor Barasa also picked Daniel Seth Sumba to serve as Chief Officer for Cooperatives, and Isaack Abdulahi Maalim was chosen for the Technical Services docket. For Lands, Survey, and Physical Planning, Ismael Maina Makanga was nominated.
Other nominees include Henry Marende Kamuyu, who will oversee Special Programmes, particularly programs supporting Persons With Disabilities (PWDs). The Youth and Sports department will be under Lawrence Mafuta Makoyani if his nomination is approved.
Samuel Ambrose Makhoha was nominated to manage the County Administration docket, while Mildred Neema was chosen for Communication and e-Government.
For the Economic Planning and Investment role, the Governor nominated Samuel Imbanga, and Suleiman Wanekeya was picked for the ICT department. Lastly, CPA Diminah Chikamai was nominated to head Financial Management.
These nominations come two months after the county government advertised the Chief Officer positions in May, inviting qualified and interested individuals to submit their applications.
Should the County Assembly give its approval, the nominated Chief Officers will serve on a two-year renewable contract, with extension dependent on satisfactory performance during their term in office. Governor Barasa’s move demonstrates a focused effort to strengthen the delivery of services across critical sectors in Kakamega County.
