Government to Start Evaluating HR Directors in New Strategy
The Public Service Commission (PSC) has announced that it will soon start evaluating Directors of Human Resources Management and Development (HRMD) in various ministries and State departments.
This new directive was revealed on Tuesday, July 22, by PSC Vice Chairperson Mary Kimonye during a consultative meeting with top officials from the State Department for Basic Education.
Kimonye said the decision aims to address concerns about several HR officers who have not been fully following PSC’s instructions and policies.
“To ensure that all PSC directives and decisions are fully carried out, the Commission has resolved to start appraising every HRMD Director working in Ministries and State Departments,” Kimonye stated.
“We have observed a growing lack of commitment in carrying out the Commission’s decisions, which ends up disadvantaging many public servants and slowing down our transformation agenda.”
She further explained that some HR Directors had repeatedly failed to implement crucial decisions such as staff promotions, secondments, and disciplinary measures.
“There are HR officers who purposely delay or completely ignore the implementation of the Commission’s decisions. This has left many deserving employees in a state of uncertainty. It is simply unacceptable,” she emphasized.
PSC Commissioner Francis Owino, who also attended the meeting, encouraged HR Directors to uphold and promote the values of public service within their institutions.
He urged them to carry out their duties with fairness, openness, and honesty in all matters relating to human resources.
Meanwhile, the Principal Secretary for Basic Education, Julius Bitok, supported the Commission’s move, saying that this hands-on approach will help fix long-standing problems within the department.
“Human resource is at the heart of any institution. If we can come together and solve the challenges we face, we will be able to build a public service that is both effective and efficient,” Bitok noted.
This meeting was one of several consultative forums organized by the PSC to engage with different Ministries and State Departments. The goal is to jointly tackle human resource issues and improve the overall quality of public service delivery across the country.
