Education Cabinet Secretary Julius Ogamba has disclosed that the location of a male teacher from Alliance High School—who is at the center of a serious grooming scandal—remains unknown.
Speaking at a public event on Wednesday, July 23, Ogamba confirmed that both internal and external investigations are currently underway to uncover the full truth surrounding the allegations.
“We’re working hand-in-hand with the police. As a government, we uphold a strict zero-tolerance policy on grooming and any inappropriate behavior towards students. If any teacher—male or female—is found guilty, they will face the law,” said Ogamba firmly.
The scandal first came to light earlier in July, following a damning investigative report that highlighted troubling claims by both former and current students.
The teacher, who is said to have served at the school for many years and also headed the Christian Union, was accused of manipulating vulnerable students and engaging in inappropriate conduct—some of which allegedly happened off school premises.
A report by Africa Uncensored alleged that the teacher exploited his authority to build emotionally dependent relationships with students, which reportedly led to non-consensual physical encounters.
In response, Ogamba said the Ministry of Education had deployed regional field officers to various schools across the country.
Their task is to collaborate closely with school heads and Boards of Management (BOMs) to uncover if there are other individuals who might be involved in such behavior and to guarantee full accountability.
“We’ve instructed our officers to thoroughly investigate schools, engage with principals and BOMs, and ensure that anyone found guilty is prosecuted. No misconduct in our learning institutions will be tolerated,” the CS reiterated.
His remarks come after growing public pressure on the government, especially from women’s rights groups such as the Federation of Women Lawyers in Kenya (FIDA-Kenya).
These organizations have demanded swift and decisive action, urging the ministry to pursue not only the teacher but also anyone who may have enabled or concealed his actions.
In their statement, FIDA-Kenya said, “The Ministry must establish clear and safe channels through which students can report misconduct without fear of being silenced or punished. It’s also crucial that the government introduces solid, enforceable systems to protect the safety, dignity, and rights of every learner.”
Beyond addressing the Alliance incident, CS Ogamba also spoke about the wave of student unrest that has hit several high schools recently. He pointed out that tensions often rise when national exams approach.
“It’s not unusual to see some anxiety among learners as exams draw near. We’ve urged school heads and our field officers to engage with the students more openly—listen to their concerns, offer guidance, and help them stay focused instead of panicking,” Ogamba explained.
His comments came shortly after Nakuru Girls High School was shut down indefinitely on Wednesday. Students had staged protests over the exam timetable, forcing the administration to send them home as a safety precaution.
