IEBC Sets New Date for National Voter Registration

The Independent Electoral and Boundaries Commission (IEBC) has officially announced when Kenyans will once again be able to register as voters, ending months of speculation about the long-awaited exercise.

In a gazette notice issued on Thursday, August 28, the commission confirmed that Continuous Voter Registration (CVR) will restart on Monday, September 29, 2025.

IEBC stated that the decision is in line with its responsibility under Article 88(4) of the 2010 Constitution, which empowers it to oversee voter registration and maintain the national voters’ roll.

The upcoming registration drive is mainly directed at youths who have just turned 18 years old and Kenyans who have never registered before. In addition, citizens who may have relocated, changed their details, or simply wish to update their records will also be required to take part.

To make sure the exercise runs smoothly, IEBC has been preparing well in advance. Among the steps taken are mapping out voter registration centres across the country to ensure they are within easy reach for all citizens.

The commission has also scheduled stakeholder consultations at the constituency level, aimed at raising awareness and encouraging active participation from the public.

Furthermore, IEBC revealed that it is compiling geospatial data at constituency, county, and national levels.

This data will help in allocating resources fairly and planning for an efficient rollout. The commission has also been configuring and testing the Kenya Integrated Election Management System (KIEMS) kits to confirm they are fully functional ahead of the September launch.

In addition, registration officers have already been appointed and officially gazetted, while field staff are undergoing training to equip them with the right skills and knowledge needed to serve Kenyans effectively during the exercise.

Once the registration officially begins, eligible citizens will be able to register at any IEBC constituency office—except in areas where by-elections are currently taking place. Services available will include:

  • New voter registration
  • Transfer of registration from one location to another
  • Correction or updating of personal details
  • Inspection of one’s voter registration status

According to Article 83 of the Constitution, a person qualifies to be registered as a voter if they:

  • Are a Kenyan citizen
  • Are at least 18 years old
  • Hold a valid national Identity Card or Passport
  • Are not already registered in another location
  • Have not been convicted of an election offence within the last five years

When the exercise begins, those registering must fill in the correct forms depending on their needs:

  • Form A – For new voter registrations
  • Form B – For changing or correcting voter details
  • Form C – For transferring registration to a new electoral area
  • Form D – For filing claims or objections
  • Form E – For appealing decisions made by a registration officer

For first-time registrations, individuals must present themselves at a designated registration centre with a valid ID card or passport. They will complete a statutory form and provide both personal information and biometric data, including fingerprints and a recent photograph.

Once the process is complete, the applicant will be issued with an acknowledgement slip. This slip serves only as proof of registration but will not be needed on election day, since voters are identified through the official register.
