Tense Exchange in Parliament as Lands CS Wahome Clashes with Former Moi-Era Official Over Disputed Land Title

There was drama in Parliament on Wednesday when Lands Cabinet Secretary Alice Wahome faced off with former Provincial Commissioner Davis Chelugui during a session with the National Assembly Lands Committee.

The two are embroiled in a fierce dispute over the ownership of prime land that both claim rights to.

Chelugui says he owns two parcels, Land Reference Numbers 18485 and 233908, which he claims were allocated to him in 1995 by the late President Daniel Arap Moi. According to him, he only secured the title deed in 2021, but insists the land rightfully belongs to him.

However, CS Wahome firmly dismissed his claims, calling the documents he presented fake.

“If he insists he owns the land, then he must present valid records that can be verified. Without proper approvals from the Land Registrar, Director of Survey, and Director of Physical Planning, his ownership claim cannot stand,” Wahome told MPs.

She acknowledged that Chelugui narrated a “convincing story,” but said official government records do not support his claims.


Wahome Says She Has Faced Threats Over the Case

The Lands CS further revealed that she has received threats linked to the land dispute, but maintained that she would stand by documented truth, not personal narratives.

She told the committee that her ministry had submitted all official land records to both the Lands Committee and the Directorate of Criminal Investigations (DCI) for scrutiny.


Chelugui Accuses Ministry of Locking Him Out

Chelugui, on the other hand, accused the Ministry of Lands of refusing to grant him access to defend himself, saying he was forced to seek intervention from the Office of the Director of Public Prosecutions (ODPP).

His grievances led MPs to summon CS Wahome and Principal Secretary Nixon Korir to offer a formal explanation.


Committee Set to Examine Both Sides Before Ruling

The committee will now review documents from both parties before making recommendations or taking action. The matter is likely to face further legal and political scrutiny, given the high-profile nature of the individuals involved.

Meanwhile, CS Wahome reiterated that the government will not tolerate forged documents being used to grab public land, regardless of who is involved.
