The Office of the Director of Public Prosecutions (DPP) has approved criminal charges against seven individuals accused of defrauding the Social Health Authority (SHA) through false claims amounting to Ksh2 million.
In a statement released on Saturday, October 4, the DPP confirmed that the suspects were employees at a medical clinic in Kilifi County. They are believed to have coordinated the fraudulent activity from within the facility.
The approved charges include:
- Conspiracy to commit a felony
- Fraudulent alteration of records
- Acquisition of proceeds of crime
- Use of proceeds of crime
- Uttering false documents
Among the accused are two directors of the clinic and five staff members, all of whom will face prosecution over their alleged involvement in filing fake claims.
According to the DPP, the decision was made after reviewing a case file submitted by the Directorate of Criminal Investigations (DCI), which recently wrapped up several SHA-related probes.
“On October 1, 2025, the DPP received an inquiry file from the DCI. After an independent and thorough review, the DPP has directed that the individuals and institutions involved be charged,” the statement noted.
Investigations Into Wider Healthcare Fraud
The development comes just a day after the DCI announced the arrest of five suspects following a review of 1,188 files received on September 1 from two government agencies.
Detectives said the files contained names of individuals, organisations, and entities suspected of undermining government healthcare programmes through fraudulent practices.
A multi-agency team, led by the DCI, combed through the documents to ensure every person linked to the scam is brought to justice.
The DCI also confirmed that more arrests are expected, as investigations continue to uncover new players tied to the SHA fraud network.
“The DCI remains resolute in its commitment to stopping healthcare fraud, holding all offenders accountable, and ensuring that all assets and resources acquired fraudulently are recovered,” the agency said.
Detectives have urged members of the public to report any suspicious activity involving the new health insurance scheme by visiting the nearest police station or the DCI headquarters.
The crackdown signals a broader government effort to protect public funds and restore trust in new healthcare reforms aimed at making treatment more affordable and accessible.
