The National Cohesion and Integration Commission (NCIC) has officially dismissed claims that it summoned Nyeri Governor Mutahi Kahiga over controversial remarks he allegedly made regarding the late former Prime Minister Raila Odinga.
In a statement shared on Wednesday afternoon, the commission disowned a letter that had been widely circulated online, labeling it as fake news.
The viral letter claimed that Governor Kahiga had been summoned to appear before the NCIC for making divisive and ethnically charged statements, which allegedly appeared to celebrate Raila Odinga’s death.
According to the fake document, which was purportedly signed by NCIC Chairperson Samuel Kobia, Kahiga’s alleged remarks were said to violate Sections 13 and 62 of the NCIC Act.
These sections prohibit the use of language or statements that promote ethnic hatred, contempt, or discrimination.
The fabricated letter further stated that the Nyeri Governor was expected to present himself at the NCIC headquarters located at Britam Towers, 17th Floor in Upper Hill, Nairobi, to explain his alleged statements and assist in investigations.
The fake document read, “NCIC has noted with grave concern the remarks attributed to Mutahi Kahiga, Governor of Nyeri County, made during a public address on 21st October 2025.”
It added that, “Following a preliminary review and in accordance with its constitutional role, the NCIC has summoned Governor Kahiga to appear before the Commission at NCIC Headquarters, Britam Towers, 17th Floor, Upper Hill, Nairobi.”
The letter also included a caution to Kenyans, particularly politicians, warning them to refrain from making statements that could incite ethnic divisions or stir up hostility among communities. It emphasized that such rhetoric undermines peace, unity, and national stability.
However, NCIC clarified that it had not issued such a letter or taken any official action against Governor Kahiga. The commission only confirmed that the circulating document was false and should be ignored.
This confusion came shortly after Governor Kahiga tendered his resignation as the vice chairperson of the Council of Governors and issued a public apology to Raila Odinga’s widow, Mama Ida Odinga.
Speaking to journalists earlier on Wednesday, Governor Kahiga addressed the controversy surrounding a vernacular video clip that had gone viral online. He explained that his words were misinterpreted and taken out of context.
“I want to sincerely apologise to our mourning nation, to the family of the late former Prime Minister Raila Odinga, to Mama Ida Odinga, her children, and the entire extended family. I also extend my apology to the ODM fraternity, the Luo community, and to all Kenyans,” said Kahiga.
The Nyeri County boss, who is affiliated with the United Democratic Alliance (UDA) party, stressed that his comments did not reflect the views of the Mount Kenya region or his party. He clarified that his remarks were made in his personal capacity and not on behalf of any political or regional group.
Kahiga reiterated his respect for Raila Odinga’s legacy and called for national unity during the mourning period, urging Kenyans to stand together in peace and mutual respect as the country honors the late leader.
