Inside ODM Plot to Remove Interior PS Raymond Omollo

Charles Owino, the head of the National Communication Centre, has accused some members of the Orange Democratic Movement (ODM) of plotting to remove Interior Principal Secretary (PS) Raymond Omollo ahead of the 2027 general elections.

Owino, who is a former police spokesperson and once ran for the Siaya County gubernatorial seat, has claimed that a group within ODM is behind a scheme to oust Omollo.

This comes in light of rumors linking the PS to the ongoing investigation into the death of former Kasipul MP Ong’ondo Were.

Owino pointed out that some members of ODM were attempting to tarnish Omollo’s name, as part of a broader plan to remove him from office.

According to Owino, the motivation for this plot is the power and influence associated with the position of Interior PS.

He suggested that some ODM members are eager to see one of their own take over this influential position, particularly following the Memorandum of Understanding (MOU) between ODM and the United Democratic Alliance (UDA).

He further claimed that the ODM members perceive the position of PS as critical in the upcoming elections, fueling their desire to fill it with one of their own.

Owino explained that the tension in Homabay County reflects broader political dynamics. “What is happening in Homabay is that there is a fear of the unknown, and I know that currently, without appearing to support any of the factions between UDA and ODM, there is a strong move to have the PS removed from his position before the 2027 elections,” Owino said.

Despite the ongoing controversy, Owino expressed his belief that Omollo is merely a victim of the shifting political landscape as the 2027 elections draw closer.

“There is a lot of emotion in this matter, and people are trying to stir up emotions on this issue. The sole intention here is to get him sacked from his position. They want him out because they view the role as highly influential,” Owino explained.

The PS’s position is seen as crucial because of the significant power it holds, especially as the country heads toward the next election. “His role carries a lot of influence, and as we approach 2027, that influence is becoming a source of concern for many,” Owino added.

Raymond Omollo, who was appointed to his current role in 2022, took over from his predecessor, Dr. Karanja Kibicho.

Omollo was among the 51 Principal Secretaries nominated by President William Ruto on November 2, 2022. However, several of his fellow appointees have since been dismissed due to political realignments within the government.

Omollo, who is widely seen as a close ally of President Ruto, has an extensive academic background. He is a trained biostatistician and holds a Bachelor of Science degree in Statistics from the University of Nairobi, which he earned in 2002.

He later pursued further studies, obtaining a certificate in Biostatistics and Epidemiology from the University of Washington in 2004.

Omollo also holds a Master’s degree in Biometry from the University of Nairobi, completed between 2004 and 2006, and a PhD in Applied Statistics from Maseno University, which he received in 2015.

Before taking on the role at the Lake Basin Development Authority (LBDA), Omollo worked as a data manager at the University of Nairobi until 2006.

He then moved on to work as the Head of the Data Centre and Statistician at the Data for Neglected Diseases Initiative (DNDi) before making his significant move to LBDA in 2019.
