Global Fund Seeks President Ruto’s Help in Raising Funds

The Global Fund, an international financing organization that supports efforts to combat major health challenges in low- and middle-income countries, has reached out to President William Ruto for assistance in mobilizing crucial funds ahead of its next fundraising cycle.

In a statement released on Monday, March 3, State House confirmed that the Global Fund had formally requested Ruto’s help in leveraging his international connections to raise funds for the fight against HIV/AIDS, tuberculosis (TB), and malaria.

“The Global Fund has sought President William Ruto’s support to mobilize funds to help eliminate HIV, TB, and malaria,” the statement read.

The letter, which was addressed to Prime Cabinet Secretary Musalia Mudavadi, outlined the organization’s request for Ruto to use his global influence to assist them in securing funds. According to the Global Fund, the president’s involvement would be instrumental in ensuring the success of their upcoming Eighth Replenishment.

Peter Sands, the Executive Director of the Global Fund, expressed confidence in Ruto’s ability to help drive the campaign forward. “With your commitment and the leadership of President Ruto, I am confident that you can deliver a successful Eighth Replenishment,” he stated.

Ruto’s Influence in Global Fundraising

Ruto’s role in previous fundraising efforts has been highly recognized. During the Global Fund’s Seventh Replenishment, Kenya co-hosted the 2022 Preparatory Meeting for the campaign, which resulted in a record-breaking $15.7 billion (approximately Ksh2 trillion) in funds being raised.

This effort was instrumental in supporting health initiatives across various countries.

The request for Ruto’s assistance comes at a critical time when global health funding is facing uncertainty.

The recent decision by former U.S. President Donald Trump to cut funding for the United States Agency for International Development (USAID) has significantly affected health programs in developing countries, including Kenya. USAID has historically played a major role in funding HIV/AIDS treatment and prevention programs.

The funding cuts have left Kenya’s healthcare sector with a significant financial gap, making the need for alternative sources of funding more urgent than ever.

Global Fund’s Role in Kenya

Since its establishment in 2002, the Global Fund has invested more than Ksh300 billion in Kenya to support the prevention and treatment of HIV/AIDS, tuberculosis, and malaria.

The organization works by raising funds from donor countries, private sector partners, and foundations before distributing them to countries based on their healthcare needs.

Instead of directly implementing programs, the Global Fund collaborates with local governments, non-governmental organizations (NGOs), and healthcare institutions to execute health initiatives effectively.

In June 2024, the Global Fund approved six new grants totaling $407 million (approximately Ksh52.5 billion) to support Kenya’s health sector between 2024 and 2026. These funds will be used to achieve key health targets, including:

  • Reducing new HIV infections by 75%
  • Cutting AIDS-related deaths by 50%
  • Lowering mother-to-child transmission rates to below 5%
  • Expanding TB treatment coverage and strengthening TB-HIV collaboration
  • Enhancing malaria prevention efforts through the continued distribution of insecticidal mosquito nets and improved treatment services

Ruto’s Track Record with International Funding

President Ruto has been actively engaged in securing international funding throughout his time in office. However, his frequent borrowing from global financial institutions and foreign governments has sparked debates within Kenya.

While he maintains that these loans are necessary to fund key development projects, critics argue that the country’s growing debt burden could have long-term economic consequences.

With the Global Fund now seeking his help once again, Ruto finds himself at the center of another major fundraising effort.

Whether he can replicate his past success in mobilizing international funds remains to be seen, but his involvement is expected to play a crucial role in shaping the outcome of the Global Fund’s upcoming replenishment campaign.
