Private forest owners in Kenya may soon have access to government-backed loans in a new initiative aimed at promoting private forestry. This move seeks to encourage more Kenyans to engage in afforestation efforts by offering financial support and potential exemptions on land rates.
According to the Draft Forest Conservation and Management (Private Forests Registration) Regulations, 2025, the government plans to introduce new rules that will enable private forest owners to register their forests and qualify for financial assistance.
The regulations fall under the Forest Conservation and Management Act, 2016, and allow registered private forest owners to apply for loans through the Forest Conservation and Management Trust Fund.
How Private Forest Owners Can Benefit
Once the regulations are implemented, individuals who own private forests will be eligible to apply for financial support. Section 33(3)(b) of the proposed law states that registered forest owners can apply for loans from the Trust Fund, provided that the funds are available and used strictly for forest development in accordance with guidelines set by the Kenya Forest Service (KFS).
To qualify for these benefits, private forest owners must first register their forests with KFS. The registration process requires applicants to submit a formal application along with documents proving ownership of the land and a well-detailed forest management plan.
KFS will review and approve applications based on specific criteria outlined in the regulations. These criteria include adherence to sustainable forest management practices, efforts to conserve biodiversity, and alignment with national forestry policies.
Additional Benefits for Private Forest Owners
Once registered, private forest owners will not only have access to financial assistance but will also receive technical advice on proper forest management and conservation practices. The government aims to provide expert guidance to ensure that private forests are well maintained and contribute effectively to Kenya’s afforestation goals.
In addition to loans, registered private forest owners may also be eligible for land rate waivers and other financial reliefs. Section 33(4) of the Act states that individuals who own or establish private forests can apply for exemptions from land rates and other charges imposed on the land where the forest is located. This financial relief is designed to ease the financial burden on forest owners and encourage more investment in afforestation.
Government’s Commitment to Increasing Forest Cover
This initiative is part of the government’s broader plan to increase Kenya’s forest cover to 30 percent by the year 2032. By making financial resources available and offering incentives such as land rate exemptions, the government hopes to empower private landowners to play an active role in national reforestation efforts.
To ensure transparency and accountability, the Kenya Forest Service has put in place strict procedures for accessing and utilizing these funds. Applicants must adhere to these guidelines to guarantee that financial resources are used effectively and that forests are managed sustainably.
Public Consultation on the New Regulations
The Ministry of Environment, led by Cabinet Secretary Aden Duale, is seeking public input on the draft regulations before they are officially tabled in Parliament for approval.
In an official notice released on Tuesday, March 4, the ministry invited members of the public to participate in a virtual consultation meeting scheduled for April 2, 2025. The meeting will take place from 8:00 AM to 5:00 PM, allowing stakeholders to share their views and recommendations on the proposed laws.
This move reflects the government’s commitment to engaging citizens in policy-making processes, ensuring that the new regulations address the needs of private forest owners while advancing national conservation goals.
