President Ruto Appoints Professor Makau Mutua as Senior Advisor on Constitutional Affairs
President William Ruto has appointed renowned legal scholar Professor Makau Mutua as the Senior Advisor on Constitutional Affairs in the Executive Office of the President.
In an official statement released on Wednesday, April 30, President Ruto said that Prof. Mutua brings with him a vast wealth of experience and deep expertise in constitutional matters, which will be crucial to the government.
“I have appointed Professor Makau Mutua as the Senior Advisor on Constitutional Affairs in the Executive Office of the President,” President Ruto stated. “Prof. Mutua has a distinguished background in legal, constitutional, and human rights issues, and his knowledge will be a great asset to our administration.”
The Head of State further welcomed Mutua into his team, saying, “Congratulations, Prof. Mutua. I look forward to working with you as part of our dedicated team of public servants in delivering the Bottom-Up Economic Transformation Agenda (BETA).”
In this new position, Prof. Mutua will offer strategic guidance on constitutional issues, support ongoing legal reforms, and help promote human rights and the rule of law within the government.
His role will also include ensuring that key economic policies under the BETA initiative comply with Kenya’s constitutional framework.
Prof. Mutua expressed his appreciation for the appointment, saying, “I am deeply grateful to His Excellency President William Ruto for appointing me as the Senior Advisor on Constitutional Affairs in the Executive Office of the President.”
He added, “Mr. President, I pledge to serve you and the people of Kenya with commitment, honour, and excellence.”
This appointment is notable as Prof. Mutua has long been a prominent political analyst and outspoken critic of Ruto’s leadership in the past.
He has also been a key supporter of former Prime Minister Raila Odinga, having served as the spokesperson for Raila’s Azimio la Umoja campaign during the 2022 presidential elections.
Over the years, he has passionately defended Raila’s vision for national development and political change in Kenya.
Mutua’s new role marks yet another example of the ongoing cooperation between President Ruto’s administration and leaders from the opposition.
It highlights the growing inclusivity of the government, which seems to be embracing professionals from diverse political backgrounds.
Leaders from both President Ruto’s Kenya Kwanza Alliance and Raila Odinga’s ODM party took to social media to congratulate Prof. Mutua on his appointment.
Among them was Foreign Affairs Principal Secretary Korir Sing’oei, who posted, “An excellent choice! Congratulations, Prof. Makau Mutua.”
The appointment of Prof. Mutua comes just days after the president named Jaoko Oburu Odinga—son of Siaya Senator Oburu Odinga—as Special Advisor on Economic Empowerment and Sustainable Livelihoods.
This move is seen by many as part of Ruto’s broader effort to build a government that is more inclusive and collaborative.
