Govt Official Resigns Days After Being Linked to Protests

Just days after being mentioned in connection with the nationwide protests that took place in June, Philemon Kandie, the Director General of the Kenya Rural Roads Authority (KeRRA), has stepped down from his position.

In an official announcement made on Friday, July 11, KeRRA confirmed that Kandie had resigned, with the resignation taking immediate effect.

“The Authority wishes to inform the general public of the resignation of Eng. Philemon Kandie, MBS, as the Director General of Kenya Rural Roads Authority, effective 11th July 2025,” the notice from KeRRA read.

Additionally, Government Spokesperson Isaac Mwaura shared Kandie’s resignation letter publicly.

According to the letter, Kandie’s term is ending two years before it was supposed to expire. In the letter, Kandie gave formal notice of his intention to leave the position, stating that his resignation takes effect from July 11, 2025.

He also noted that he will serve a three-month notice period, with his final working day set for October 10, 2025.

“This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of 3 months effective 11th July 2025, with my last day of employment being 10th October 2025.

I wish to proceed on my 45 days’ annual leave during the period of my notice effective 14th July 2025,” Kandie wrote in the resignation letter.

Kandie’s resignation comes in the wake of a petition filed at the High Court on July 2, which sought his removal from office.

The petition alleged that Kandie played a role in financing the unrest witnessed across the country in June.

According to the court documents, Kandie was accused of using his influence and authority at KeRRA to divert government funds.

These funds were allegedly channeled through fake companies and contractors tied to the roads authority, with the intention of supporting groups responsible for organizing the protests.

The petitioner further claimed that both intelligence and investigative reports had connected Kandie to a network of companies and procurement accounts that provided logistical support to the violent protesters.

These entities were said to be directly linked to KeRRA, all while Kandie remained in his powerful public office.

The petition stated that Kandie’s actions amounted to a breach of the Constitution.

He was accused of misusing public office, violating public trust, misappropriating state resources, and failing to uphold national values and principles as outlined in Chapter Six of the Constitution.

The petitioner asked the court to issue several critical orders, including a declaration that Kandie had violated the Constitution and engaged in gross misconduct.

The petition also called for a permanent order to bar Kandie from holding any public office in the future.

In addition, it requested that the Ethics and Anti-Corruption Commission (EACC) launch investigations into the alleged misuse of KeRRA funds.

In the meantime, Kandie will be temporarily replaced by Jackson K. Magondu, who currently serves as the Director in charge of Planning, Design, and Environment at KeRRA. Magondu will take over the role in an acting capacity as the search for a permanent replacement continues.
