DCI Summons Another Ally of Gachagua Amid Rising Political Tensions

Naivasha Member of Parliament Jayne Kihara has been summoned by the Directorate of Criminal Investigations (DCI) over allegations of undermining the authority of a public officer, marking another politically sensitive move that could deepen tensions within the ruling alliance.

According to a letter issued by Assistant Inspector General of Police, George Lenny Kisaka, the lawmaker is under investigation for allegedly sharing statements or content that may be considered inciteful or disruptive, violating Section 132 of the Penal Code. This section criminalizes any act that is seen as undermining the authority of public officials.

A copy of the DCI summons, reviewed by Newshub.co.ke, reveals that the police suspect Kihara either played a direct role in the incident or possesses key information that could assist in the ongoing probe.

“I have reasons to believe that you, Hon. Jayne Njeri Wanjiku Kihara, Member of Parliament for Naivasha Constituency, are either connected to the offence or have relevant information that may aid my investigation,” the letter reads in part.

She has been instructed to report to the DCI Headquarters on Kiambu Road on Monday, July 14, 2025, at exactly 10:30 am.

The document further warned that failing to appear without valid cause would be considered a criminal offence punishable by law.

This summons comes amid a wave of political unrest, particularly involving leaders allied with former Deputy President Rigathi Gachagua, who have increasingly criticised President William Ruto’s administration. Kihara has been among the most outspoken, frequently accusing the government of suppressing dissent.

In a strong response to the summons, MP Kihara condemned the move, claiming that the government is using its institutions to silence and intimidate leaders who speak out against it. She argued that this was part of a broader strategy to shut down democratic expression and discourage legitimate criticism.

“The era when state agencies were used to threaten and intimidate political leaders is behind us. Being summoned to DCI headquarters won’t shake the determination of Kenyans.

This is no longer about Jayne Kihara alone; this is about our beloved nation,” she wrote in a firm statement shared on her social media pages.

Kihara also directed her criticism at President Ruto, accusing him of employing outdated tactics used by previous regimes to suppress opposition voices. “Mr. President, these are old tricks. They didn’t work in the past, and they won’t succeed now,” she said.

She vowed not to be silenced, stating that such “politically motivated persecution” would only strengthen their resolve. “This oppressive regime won’t intimidate us. We will continue speaking up for the people and exposing any form of authoritarianism,” she added.

This dramatic development follows increasing calls from within the ruling alliance to crack down on Gachagua’s inner circle, who have been accused of incitement and allegedly hiring groups to disrupt recent protests that have rocked various parts of the country over the last two months.

Gachagua himself has claimed that President Ruto ordered the DCI to target and arrest youth connected to his political camp.

He also alleged that some county governors, believed to be close allies of the President, were working behind the scenes to coordinate these arrests and clamp down on opposition elements.

The ongoing rift between President Ruto and his former deputy has now evolved into a wider political confrontation, with accusations of intimidation, misuse of state machinery, and growing concerns over freedom of expression dominating the national discourse.

The coming days are likely to see heightened political activity as both camps prepare for further confrontations, both in courtrooms and on the political stage.
