Kipchumba Replaces CS Mbadi in Parliament as IEBC Announces Fresh Nominee Changes

Treasury Cabinet Secretary John Mbadi has officially been replaced in the National Assembly by Harold Kimuge Kipchumba, following recent changes announced by the Independent Electoral and Boundaries Commission (IEBC).

The reshuffle comes after a review and reallocation of special seats in Parliament and County Assemblies, prompted by vacancies and nomination corrections tied to the 2022 General Election.

The IEBC, through a Special Gazette Notice dated July 22 and signed by Commission Chairperson Erustus Ethekon, disclosed that ten special seat positions—one in the National Assembly and nine across various County Assemblies—had been reassigned.

These changes were made due to resignations, deaths, and the need to address errors or imbalances in the original party nomination lists.

“In accordance with our mandate, the Commission has reallocated a total of ten special seats. This includes one seat in the National Assembly and nine across County Assemblies. These reallocations were officially published in a special issue of the Kenya Gazette dated July 24, 2025,” the IEBC stated.

John Mbadi, who had been nominated by the Orange Democratic Movement (ODM) under the workers’ representation category, has been succeeded by Harold Kimuge Kipchumba, also from ODM. However, Kipchumba joins Parliament under a different category — representing Persons with Disabilities (PWDs).

In addition to the change at the national level, nine other nominations were updated at the county level, impacting several counties including Garissa, Murang’a, Kiambu, Taita Taveta, Makueni, Nyandarua, Kirinyaga, and Kakamega.

These changes cover various nomination categories such as youth, people living with disabilities, minority groups, and gender top-up slots.

In Garissa County, Dubat Abdikadir Adan was nominated to replace Abdi Gedi Adow. Interestingly, the seat was not just a replacement — it also involved a shift in nomination category from PWDs (Adow’s category) to Youth (Adan’s category), both under the UDA party.

Murang’a County also saw a shift with Kirumwa Peter Mbogo stepping in for Wainaina Mark Gicheru as a Minority Groups representative, again under UDA.

In Kiambu County, Wainaina Lawrence Mburu replaced Kihara Ezra Kabuga, with the special interest category changed from representing Marginalised communities to Youth.

Several modifications were made under the gender top-up nominations. In Taita Taveta County, Wiper Party’s Ann Wambui Mukuru has taken over from Constance Mwandawiro. In Makueni, Esther Mwongeli replaced Magdalene Kamene Nguluku, both nominated through the Maendeleo Chap Chap party.

Nyandarua County saw Jane Gathira Njoroge replace Beth Wahito Njoroge, while in Kirinyaga, Chege Flasia Nduta took over from Pauline Wairimu Kamau — all under UDA.

ODM also carried out changes in Kakamega County, with Phaustine Werimo being replaced by Lucy Kendi Khayadi, and Godliver Omondi by Linet Wanga Imbayi, both under the gender top-up list.

The IEBC’s new chairperson emphasized the Commission’s unwavering commitment to ensuring fairness, inclusivity, and transparency in handling electoral matters. The reshuffle reflects an ongoing effort to maintain balanced representation across gender, ability, and marginalized groups as required by the Constitution.
