MP Raises Alarm Over Missing Wajir Huduma Centre Manager, Demands Action from Police Boss

Eldas Member of Parliament, Adan Keynan, has expressed serious concern over the mysterious disappearance of Hussein Abdirahman Mohamed, the manager of the Huduma Centre in Wajir.

Hussein, also known as Hussein Moi, reportedly went missing under puzzling circumstances on July 8, 2025, and has not been seen since.

In a formal letter addressed to Inspector General of Police, Douglas Kanja, MP Keynan urged the police to treat the case with the utmost urgency. He emphasized that although Hussein’s disappearance was promptly reported to the relevant authorities, there have been no major leads, arrests, or progress updates from the police to date.

“I am writing to raise a matter of great concern — the unresolved disappearance of Mr. Hussein Abdirahman Mohamed, who was last seen in Wajir town on Tuesday, July 8.

Since then, he has vanished without a trace, and the circumstances surrounding his disappearance remain unknown,” Keynan stated in his letter.

The MP stressed that the situation has caused deep worry among Hussein’s family, friends, and the wider Wajir community. Despite continued efforts by law enforcement and local residents, there has been no breakthrough in locating the missing official.

In response, Keynan presented a detailed list of 13 specific demands to the Inspector General. These include a full update on the progress of the investigation and answers to several key questions:

  • What are the confirmed events and timeline leading up to Hussein’s disappearance?
  • Has any CCTV footage been reviewed, forensic evidence gathered, or mobile phone tracking data analyzed?
  • Have any eyewitnesses been interviewed, and have any suspects been identified, interrogated, or placed under surveillance?
  • What concrete steps has the Directorate of Criminal Investigations (DCI) taken since July 8 to resolve the case?
  • Why has there been no official statement or public update provided to the victim’s family, employer, or the general public?

The MP also questioned the level of support and protection available to civil servants working in potentially vulnerable or risky environments.

He asked whether any government safety measures have been activated in this case and whether this matter has been legally recognized as a possible case of enforced disappearance under the Prevention of Torture Act of 2017.

Additionally, Keynan criticized the lack of involvement from important oversight institutions like the Independent Policing Oversight Authority (IPOA), the Kenya National Commission on Human Rights (KNCHR), and the National Cohesion and Integration Commission (NCIC).

He pointed out that the victim was a government employee and that the case should therefore be a top priority for state institutions tasked with protecting human rights and ensuring justice.

“This is not just a personal tragedy for Mr. Hussein’s family,” the MP said. “It is a crucial test for the government’s commitment to protecting public servants and upholding the rule of law.

The public deserves full transparency and accountability in such a serious matter.”

Keynan concluded his letter by urging the Inspector General to treat the case with the seriousness and urgency it deserves, promising to continue advocating for answers until justice is served.
