Breaking: Ruto Makes New Appointments to State Commissions

President William Ruto has announced new appointments to key state commissions and corporations, including the formation of a selection panel for the National Land Commission (NLC).

The newly formed panel has been tasked with recruiting the next chairperson and members of the National Land Commission. Once selected, the new team will start their six-year term in November next year, as the current NLC board’s tenure ends on November 14, 2025.

In a Gazette Notice, President Ruto named the following individuals to serve on the selection panel: Jasper Micheni Mbiuki, Peris Mang’ira, Electine Nasambu, Ann Mwangangi, Bibiana Rabuku Omalla, Nichola Letting, and Rehema Dida Jaldesa.

The notice also stated: “Pursuant to rule 64 of the Supreme Court Rules, the Chief Justice and President of the Supreme Court amends the Supreme Court (General) (Amendment) Practice Directions, 2020, set out in the Schedule to Gazette Notice No. 9586 of 2020 in the manner set out in the Schedule hereto.”

Other Key State Appointments

Apart from the selection panel for the Lands Commission, President Ruto also made several appointments to different state bodies and corporations across the country:

  • Jomo Kenyatta Foundation Board
    John Antira Ketora has been appointed as the Non-Executive Chairperson of the Board of the Jomo Kenyatta Foundation. His appointment will last for three years, starting from August 15, 2025. This appointment was made under the authority granted by paragraph 26 of the Memorandum and Articles of Association of the Jomo Kenyatta Foundation.
  • Kenya National Shipping Line
    Levi Franklin Mghalu has been reappointed as the Chairperson of the Board of Directors of the Kenya National Shipping Line. His new three-year term also begins on August 15, 2025. This reappointment was made under Section 6 (1)(a) of the State Corporations Act (Cap. 446).
  • Commission for University Education
    James Onyango Owino has been appointed as the Non-Executive Chairperson of the Commission for University Education. He will serve for a period of three years, effective from August 15, 2025. This appointment was made under Section 6 (1)(a) of the Universities Act, 2012 (No. 42 of 2012).

These appointments highlight the government’s ongoing efforts to bring new leadership into important institutions, ensure continuity and strengthen governance across different sectors.
