Breaking: Governor Sacks 12 Officials Days After Surviving Impeachment

Governor Guyo Fires 12 Officials in Major Reshuffle After Surviving Impeachment

The Isiolo County government has been shaken by sweeping changes after Governor Abdi Hassan Guyo announced a major reshuffle just days after narrowly surviving an impeachment attempt.

In a directive issued through Executive Order No. 1 of 2025 on September 1, the governor — through County Communication Coordinator Hussein Salesa — declared that the changes would take effect immediately. The governor said the reorganization was meant to improve service delivery and strengthen coordination among different departments.

The reshuffle significantly altered the county’s executive structure. Three acting County Executive Committee (CEC) members were handed expanded roles as part of a move to consolidate dockets and ensure smoother cooperation across sectors.

Expanded Roles for Key Officials

One of the major changes saw Lawrence Mwongela Ikiamba appointed as the acting CEC in charge of Water, Energy, Climate Change, Mining, and Natural Resources. His new role combines key infrastructure and environmental functions, reflecting the county’s plan to streamline resource management.

At the same time, Health CEC Lucy Kagwiria Kaburu received one of the largest and most influential dockets. In addition to her role in health, she will now oversee Finance, Economic Planning, Revenue Services, ICT, and e-Government. Her office will also take charge of Special Programmes, Peace and Cohesion, Civic Education, and Public Service, making her one of the most powerful figures in the county administration.

Meanwhile, Agriculture CEC Yusuf Mohammed was given a greatly expanded portfolio covering Lands, Roads, Transport, Public Works, Housing, and Urban Development. His new responsibilities extend to infrastructure projects, urban planning, and municipal services, making his docket a central pillar in Isiolo’s development agenda.

Officials Shown the Door

The shake-up, however, came at a cost for several senior officials who were dropped from the executive. Among them was Yusuf Dahir, who previously headed the Lands, Physical Planning, Housing, and Urban Development docket. Another major casualty was Ali Wario Sarita, who lost his position as CEC for Water, Environment, Energy, Natural Resources, and Climate Change.

The changes also touched the office of the deputy governor. Isiolo Deputy Governor James Lowassa lost his acting role in the Education and Early Childhood Development portfolio, which he had been managing in addition to his duties as deputy governor.

Contract Renewals and New Appointments Ahead

Alongside the reshuffle, Governor Guyo announced the renewal of contracts for 21 County Chief Officers in key sectors including finance, health, education, youth, agriculture, and infrastructure.

However, the Executive Order also revoked all acting appointments of county chief officers, signaling that fresh appointments to these positions will be made soon.

Reshuffle Follows Political Storm

This dramatic restructuring of Isiolo’s executive came barely a month after Governor Guyo survived an impeachment attempt. The Isiolo County Assembly had forwarded the motion to the Senate, sparking a heated and highly charged debate.

During the Senate session, many senators dismissed the impeachment process as deeply flawed. They ruled that the motion presented against Governor Guyo was a “sham, null and void,” and therefore had no legal basis to be admitted or pursued further.

This ruling effectively secured Guyo’s stay in office and cleared the way for him to reorganize his administration.

The reshuffle now marks a turning point for Isiolo, as Governor Guyo seeks to strengthen his leadership, rebuild trust, and push forward with his development agenda despite the political battles that nearly cost him his seat.
