The government has rolled out a new set of proposals aimed at bringing order and accountability to Kenya’s boda boda sector, following rising concerns over indiscipline, lawlessness, and mob justice linked to some operators.
The announcement came after a high-level meeting held in Nairobi on Thursday, chaired by Nairobi Regional Police Commander George Seda, and attended by senior police chiefs as well as officials from the National Boda Boda Association.
Introduction of County-Specific Uniforms
One of the most striking measures adopted is the proposal to introduce county-specific uniforms for all boda boda riders.
According to Commander Seda, the uniforms will make it easier for both authorities and the public to identify riders, enhancing accountability within the sector. With each county having a distinct design, it will be possible to know which region a rider comes from, helping weed out rogue elements and strengthening regulation.
Compulsory Membership in SACCOs
The meeting also resolved that every boda boda rider will now be required to join a Savings and Credit Cooperative Society (SACCO).
Authorities believe SACCO membership will not only bring discipline and accountability but also improve financial responsibility, giving riders access to structured savings, credit, and investment opportunities. This is seen as a long-term plan to professionalize the industry and protect riders from financial exploitation.
Legal Aid for Riders
In another major development, the Boda Boda Safety Association of Kenya (BAK), led by chairperson Kevin Mbadi, revealed that the association had signed a Memorandum of Understanding (MoU) with a network of lawyers.
Through this agreement, riders across the country will now have access to free legal services in road-related cases. Mbadi explained that many riders face difficulties pursuing justice because of limited resources and in some cases, police officers mishandling their complaints.
The pro bono legal aid is expected to bridge this gap and ensure riders get fair treatment under the law.
Crackdown on Mob Justice
While assuring riders of legal support, Mbadi also issued a stern warning against mob justice and retaliatory attacks that often follow road accidents. He stressed that any rider who takes the law into their own hands will face personal legal consequences, urging them to let the police and courts handle disputes.
Commander Seda echoed this position, warning boda boda operators against interfering with traffic accident investigations. He underlined that the role of enforcing the law remains firmly with the police and other mandated agencies.
“Indiscipline within the sector will no longer be tolerated,” Seda cautioned, adding that authorities would not hesitate to take action against offenders.
Public Outcry and the Need for Order
These new measures come at a time when Kenyans, especially motorists, have been calling for government intervention to address the chaotic behavior of rogue riders.
Incidents of boda boda operators ganging up on motorists, attacking accident victims, or blocking roads have become alarmingly frequent, fueling public outrage.
Despite these challenges, the sector remains a vital part of Kenya’s economy, providing livelihoods for millions. According to the Boda Boda Safety Association of Kenya (BAK), the industry currently supports about 1.6 million riders nationwide, with nearly 1.3 million being young people.
It is one of the country’s largest sources of employment, offering income in a tough economic climate where formal jobs are scarce.
The Bigger Picture
The government’s new proposals are being seen as part of a wider push to professionalize the boda boda industry, making it safer for both riders and the public. Uniforms will bring visibility, SACCOs will instill financial discipline, and legal aid will ensure riders are not left vulnerable.
At the same time, the crackdown on mob justice and lawlessness signals a clear message: while the boda boda sector remains a backbone of Kenya’s informal economy, discipline, accountability, and respect for the law are non-negotiable going forward.
