CS Ogamba Announces 16 New Appointments in Major Reshuffle

Education Cabinet Secretary Julius Ogamba has rolled out a fresh wave of appointments and reappointments across key education agencies in a move meant to boost efficiency and improve service delivery within the sector.

In a gazette notice released on Friday, September 26, CS Ogamba named Zephania Koech as a new member of the Kenya National Examinations Council (KNEC). Koech will serve on the council for a four-year term.

Ogamba also appointed three individuals—Kennedy Otieno, Stephen Kubai, and Josephat Kemboi—to the council of the Kenya Institute of Special Education (KISE). Their terms will run for three years.

Alongside the new appointments, the CS renewed the tenure of Saida Ali Aden as a council member at KISE. She will now serve an additional three-year term starting from September 26, 2025.

In another significant move, Ogamba appointed eight individuals to the Board of Governors for the Centre for Mathematics, Science and Technology Education in Africa (CEMASTEA).

Those selected are Florah Fedha, Joseph Wambua, Allan Sitima, Jenniffer Bosibori, Joseph Magudah Okhaba, and Abdijibar Sanay. Their appointments take effect from September 26 and will run for three years.

The reshuffle also extended to the National Biosafety Authority, where Lucy Rono was appointed to the Board of Directors. She will serve a three-year term, signaling what the ministry described as a more transformative approach in leadership across education-related bodies.

Attorney General Makes Additional Appointments

In the same notice, Attorney General Dorcas Oduor also made several key board appointments. She named Bernard Kipkoech Ngetich and Tom Ratemo as members of the Board of the Kenya School of Law for a four-year term.

Additionally, she reappointed Bernhard Ngetich to the same board for another four years starting September 26, 2025, and designated Tom Ratemo as the chairperson of the board.

County Governments Join in With Their Own Appointments

The wave of changes was not limited to the national level. Two county governments also announced new leadership in various committees.

Kitui Governor Julius Malombe unveiled a lineup of fresh appointments to the Kitui County Audit Committee. Those appointed include Julius Waita Mwatu, Amos Kitavi Kivite, Jackline Kambua Kyalo, Rehana Ismail, Joel Mwinzi Muyanga, Festus Mutei Mulu, and Samuel Gathuki Mwangi. Mwatu will serve as the chairperson, with the others as members.

Meanwhile in Kwale County, Governor Fatuma Achani appointed Halima Kauchi as the Chairperson of the Kwale County Biashara Revolving Fund Committee. Kauchi’s term will run for three years, taking effect from August 28, 2025.

These sweeping national and county-level appointments reflect ongoing efforts to strengthen governance and improve institutional performance across the education sector and related public bodies.
