Thousands of students who have been placed in universities, colleges, and technical institutions for the 2026/2027 academic year can now apply for government scholarships and student loans after the Ministry of Education officially opened the Higher Education Financing (HEF) application portal for first-time applicants.
Education Cabinet Secretary Julius Ogamba made the announcement while releasing the 2026/2027 Kenya Universities and Colleges Central Placement Service (KUCCPS) placement results.
He encouraged all eligible students to submit their funding applications as early as possible to ensure they receive financial support before joining their respective institutions.
According to the Cabinet Secretary, the opening of the funding portal marks the next important stage for students who have successfully secured placement through KUCCPS.
He explained that first-time applicants can now access the Higher Education Financing portal and the Higher Education Loans Board (HELB) portal to apply for scholarships, tuition loans, and upkeep support under the government’s higher education funding programme.
The announcement follows the successful placement of 293,869 students into degree, diploma, certificate, and artisan courses across public and private universities, technical and vocational education and training (TVET) institutions, and other tertiary colleges for the 2026/2027 academic year.
These students are now expected to complete their funding applications before reporting to their institutions.
Steps to Apply for Higher Education Funding
Students who have received placement through KUCCPS can complete their applications online by following these simple steps:
- Log in to the official Higher Education Financing (HEF) portal using your existing account credentials.
- Students who originally registered using their KCSE Index Number but have since obtained a National Identity Card should update their account information instead of creating a new account.
- Fill in all the required details and submit your application for a government scholarship, a student loan, or both, depending on your eligibility. The entire process is completed online, and there is no need to print or submit physical application forms.
- After successfully submitting the application, save your confirmation details. First-time applicants will receive a PDF copy of their application through email, while returning applicants will receive a confirmation SMS containing their application serial number.
- Applicants should remain alert and avoid fraudsters. The Ministry has emphasized that applying for HEF or HELB funding is completely free of charge. Students should report anyone requesting payment or claiming they can influence the application process.
The Ministry of Education has advised students not to wait until the last minute before applying. Early applications will allow enough time for verification, assessment, and processing of funding before universities and colleges officially begin their academic programmes.
The Higher Education Financing programme provides eligible students with access to government scholarships, tuition loans, and upkeep support to help reduce the financial burden of pursuing higher education.
The funding model is designed to ensure that students from different economic backgrounds receive financial assistance based on their level of need.
At the same time, universities and colleges across the country are expected to begin issuing admission letters and joining instructions to students who were successfully placed during the 2026/2027 KUCCPS placement exercise. Students are encouraged to regularly check their institutions’ communication channels for updates regarding reporting dates and registration requirements.
During the release of the placement results, CS Ogamba also directed KUCCPS to establish a special mechanism that will allow students who qualified for placement but missed the initial application period to submit late applications.
This move is expected to ensure that more eligible learners have an opportunity to join institutions of higher learning.
In addition, the Cabinet Secretary announced that the university transfer window has been extended from two weeks to one month. The extension gives students additional time to transfer to a different university or change their programme if they meet the necessary requirements.
Students who intend to benefit from government financial assistance are therefore encouraged to confirm their KUCCPS placement immediately and complete their Higher Education Financing applications without delay.
Applying early will improve the chances of receiving funding on time and help students prepare for a smooth transition into university, college, or TVET before the start of the new academic year.
