DCI Targets Geoffrey Mosiria as Sakaja Suspends Two Over Illegal Garbage Dumping

The Directorate of Criminal Investigations (DCI) Director, Amin Mohammed, has launched an in-depth probe into allegations of illegal waste dumping by Nairobi County officials. Among those under investigation is Chief Officer for Environment, Geoffrey Mosiria, who, along with other officials, is accused of orchestrating the unlawful disposal of garbage at Kenya Power offices in Nairobi.

Appearing before the National Assembly’s Departmental Committee on Administration and Internal Security, chaired by Narok West MP Gabriel Tongoyo, Amin confirmed that the DCI had already made arrests and was extending its probe into the matter.

Nairobi County Officials Summoned

Amin revealed that the DCI had summoned several officials from the Nairobi County Government, including Mosiria, to record statements regarding the illegal dumping incident.

“We are widening our investigation, and today, we are summoning Geoffrey Mosiria, the Chief Officer for Environment, along with other key officials, including John Malawi (Director of Environment), Tiras Njoroge, Charles Kerich, Maurine Njeri, and Nahashon Muguna,” Amin stated.

He further disclosed that law enforcement officers had already arrested three individuals in connection to the incident.

“On February 25, we apprehended three suspects: Augustine Otieno Osore (a driver), Moses Gitari, and Alice Okari (a machine operator). By the time this matter was raised in Parliament, these individuals were already in our custody,” he added.

Additionally, the DCI has called in more officials for questioning, including William Kangongo (Head of Enforcement), Eva Wariuki (Chief Officer of Security and Compliance), James Sankale (Head of the Debt Collection Unit), John Antoiti (Revenue Collection Director), Steve Ogesa (Director of Parking), and Fredrick Omolo (Starehe Rural Enforcement Officer).

Governor Sakaja Suspends Two Officials

In response to the scandal, Nairobi Governor Johnson Sakaja took swift action by suspending two county officials linked to the case. The suspended officers include James Sankale, the acting Director of Revenue Administration, and John Antoiti, the acting Assistant Revenue Collection Director.

Police Boss Condemns Illegal Dumping

Inspector General of Police, Douglas Kanja, who also appeared before the parliamentary committee, strongly condemned the illegal dumping at Kenya Power offices.

“What transpired that day was completely unacceptable, criminal, and barbaric. Such acts should never happen in our country,” Kanja asserted.

Kanja, who was out of the country on an official visit to Nigeria at the time of the incident, assured the committee that the authorities had taken immediate action upon receiving reports.

He confirmed that he instructed the Director General of Public Prosecutions, Renson Igonga, to open a criminal case against the county officials involved.

Criminal Charges to Be Filed

According to the senior leadership of the National Police Service (NPS), the suspects are likely to face multiple charges, including:

  • Sabotage
  • Robbery with violence
  • Illegal waste dumping
  • Traffic obstruction, contrary to Section 56 of the Traffic Act

The decision to press charges followed complaints filed at Parklands Police Station by Kenya Power employees. The employees reported being harassed and robbed of valuables, including mobile phones and cash, during the dumping incident.

Authorities have vowed to take stern action against all individuals involved, sending a strong warning that such reckless actions will not be tolerated.
