President William Ruto, alongside several Cabinet Secretaries, made a series of government appointments in the latest reshuffle. Among the key changes, Ruto reappointed Bishop Robert Theuri Maina as the Chairperson of the Kenya National Library Services Board.
Bishop Theuri’s Appointment
The announcement was made through a gazette notice, confirming Theuri’s reappointment for another two-year term. His new tenure will officially begin on February 28, 2025.
“In exercise of the powers conferred by section 3 (2) and Paragraph 1 (2) of the Schedule to the Kenya National Library Services Board Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, reappoint—ROBERT THEURI MAINA to be the Chairperson of the Kenya National Library Services Board, for a period of two (2) years, with effect from the 28th February 2025,” read the gazette notice.
The bishop’s reappointment comes at a time when Ruto’s relationship with religious leaders has been a topic of debate. Recently, Catholic bishops criticized his administration over unfulfilled promises and governance issues. However, on Sunday, March 2, Ruto’s generous donation of Ksh20 million and his pledge of Ksh100 million to Jesus Winner Ministry was met with excitement and appreciation from church leaders and congregants.
Appointments by Cabinet Secretaries
Apart from Ruto’s appointment, several Cabinet Secretaries, including Musalia Mudavadi, Opiyo Wandayi, Rebecca Miano, and Mutahi Kagwe, made key appointments aimed at improving service delivery within their ministries.
Mudavadi’s Appointment
Musalia Mudavadi, who is serving as the Acting Cabinet Secretary for Gender, appointed Paul Nduati as a member of the National Museums of Kenya Board. Nduati will serve a three-year term in his new role.
Energy Sector Changes by Wandayi
Energy Cabinet Secretary Opiyo Wandayi appointed Jeremiah Obingo as a member of the Board of Directors at the Energy and Petroleum Regulatory Authority (EPRA). His appointment resulted in the revocation of Abraham Kipruto’s tenure in the same position. Obingo will serve for three years.
Tourism and Wildlife Sector Appointment
Tourism and Wildlife CS Rebecca Miano also made a notable appointment by bringing in Rachael Adhiambo Omollo as a member of the Kenya Wildlife Services Board of Trustees. Omollo’s term will last for three years.
Agriculture Sector Changes by Kagwe
Agriculture CS Mutahi Kagwe reappointed three individuals to the Tea Board of Kenya (TBK). Florence Mutembei, Charles Kirgiwi, and Kennedy Mochere Kaburi will each continue serving on the board for another three-year term.
Governor Abdulswamad Sheriff’s Religious Appointment
Mombasa Governor Abdulswamad Sheriff also made a significant appointment, following in Ruto’s footsteps by selecting a religious leader for a key position in the county. Sheriff appointed Bishop Ibrahim Kidhatha as the Chair of the Mombasa County Ardhi Fund Board. Kidhatha will serve for a renewable three-year term, provided he adheres to the regulations and guidelines governing the board.
The latest appointments highlight the government’s continued restructuring efforts, with a mix of new and reappointed officials taking up key roles in various state agencies.
