Meru Governor Under Fire Over Controversial Hiring
Less than a month after being sworn in as the new governor of Meru County, Isaac Mutuma is already facing legal trouble.
Prominent lawyer Mugambi Imanyara has announced that he plans to sue the governor over his appointment of the county government’s spokesperson.
According to Imanyara, the position of county spokesperson is unconstitutional and should not exist under current laws.
He further argued that the individual chosen for the role, Alhaji Mwendia, is 68 years old — far beyond the official retirement age for public servants, which is 60.
“M’ethingia, if I see Alhaji using a government vehicle, I will immediately report the matter to the Ethics and Anti-Corruption Commission (EACC). You and Alhaji will be arrested and charged,” Imanyara warned.
He emphasized that the public service structure does not recognize such a position, and even if it did, someone over 60 years old would not legally qualify.
Imanyara added that Alhaji officially retired eight years ago, making his appointment even more problematic.
The lawyer did not stop there. He criticized Governor Mutuma’s administration, claiming it lacked the experience and knowledge needed to properly run a county government.
He pointed out that several individuals were already accessing county resources and working within the administration without formal appointment letters.
Imanyara insisted that these appointments were illegal, violating Section 80 of the Public Service Commission Act, the PSC Rules Number 70, and regulations set by the Salaries and Remuneration Commission (SRC).
Adding to the mounting criticism, former Meru Governor Kawira Mwangaza also cautioned Governor Mutuma. She warned that if he continued with these irregular practices, he could end up facing criminal charges.
“Bonoko, you will find yourself back in prison — not as a guard this time, but as a prisoner,” Mwangaza said sharply.
Notably, Mwangaza herself had been ousted from office after being accused of committing similar offenses.
During her time as governor, she faced allegations of gross misconduct, abuse of office, and serious violations of the Constitution, including hiring family members to public positions.
On March 14, 2024, the High Court upheld the Senate’s earlier decision to impeach Mwangaza. Just two days after the ruling, her former deputy, Isaac Mutuma, was officially sworn in as the new governor of Meru County.
