Government Expands Crackdown on Unlicensed Parcel and Courier Services in Mombasa
The government has widened its crackdown on unlicensed parcel and courier service providers, this time targeting Mombasa. The operation led to the arrest and arraignment of five individuals found running businesses without the required approvals.
In a notice issued by the Communications Authority of Kenya (CA), the agency confirmed that the enforcement exercise was carried out on Tuesday, August 26, 2025, at Mwembe Tayari and Bondeni bus stages. The operation was a joint effort between the CA and officers from the National Police Service.
According to the statement, the crackdown is part of ongoing measures to enforce compliance with laws that regulate postal and courier services in Kenya.
The authority said the Mombasa swoop specifically targeted businesses such as Zahara Parcels and Courier, Maslah Parcel Services, Simba Parcel Services, and the Mombasa Raha Bus Company, all of which were allegedly offering courier services without proper licences.
The five suspects were taken to the Mombasa Law Courts on Thursday, where they were fined amounts ranging between Ksh10,000 and Ksh50,000. They were charged under the Kenya Information and Communications Act of 1998, which requires all courier operators to obtain a valid licence before providing such services.
This latest enforcement follows a similar raid carried out just a week earlier in Nairobi’s Eastleigh area, where nine people were arrested for the same offence. Authorities say these operations will continue across the country as part of their mission to clean up the sector.
The Communications Authority has once again called on businesses intending to venture into parcel and courier delivery to formally apply for operating licences through its regional offices in Nairobi, Mombasa, Kisumu, Eldoret, and Nyeri.
At the same time, the authority has urged the public to avoid using unlicensed operators. It emphasized that licensed service providers not only offer reliable and safe delivery but also give consumers legal protection in case of disputes. Furthermore, supporting licensed businesses ensures the courier sector grows in a lawful and sustainable way.
“Dealing with licensed parcel and courier providers safeguards consumers, guarantees secure and efficient delivery, and promotes the legal growth of the industry,” the CA said in its statement.
