President William Ruto has announced a fresh wave of government appointments, filling leadership roles in five key parastatals. The changes were published in the Kenya Gazette on September 12, marking another step in reshaping the leadership of state agencies under his administration.
One of the most notable shifts is at the National Fund for the Disabled of Kenya, where Ruto appointed Prof. Francis Ndungu Kibera as the new chairperson of the Board of Trustees. The appointment took effect immediately.
“In exercise of the powers conferred by clause 11 (b) of the Deed and Declaration of Trust, 1981 of the National Fund for the Disabled of Kenya, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Prof. Francis Ndungu Kibera to be the Chairperson of the Board of Trustees of the National Fund for the Disabled of Kenya, with effect from the 12th September, 2025,” the notice stated.
Kibera takes over from Dr. Kristina Kenyatta-Pratt, who is the sister of former President Uhuru Kenyatta. She had held the influential role for more than two decades, having been appointed on January 8, 2002.
Her long tenure made her one of the most familiar figures in the fund’s leadership, but the latest changes mean a new chapter for the institution.
In a separate gazette notice, Ruto confirmed the reappointment of Ahmed Duale Ahmed as the Executive Chairperson of the Ewaso Ng’iro North River Basin Development Authority. His new term will run for another three years.
Duale first assumed the role on July 28, 2022, and his reappointment shows the government’s continued trust in his leadership.
At the Bandari Maritime Academy, the President appointed Lung’azi Chai Mangale as the new chairperson of the board of trustees. Mangale is not new to the political scene, as he contested for the Kwale gubernatorial seat in the 2022 General Election but finished third.
Professionally, he is an engineer, bringing a mix of technical expertise and political experience to his new role.
Another appointment went to Paul Mbatha, who was named as the non-executive chairperson of the board of the President’s Award for a three-year term. Mbatha also has a political background, having unsuccessfully vied for the Mwala parliamentary seat in 2022 on an ODM ticket.
President Ruto also handed a leadership role to Ahmed Ibrahim Abass, who will now serve as the non-executive chairperson of the National Syndemic Diseases Control Council for three years.
Abass previously represented Ijara Constituency in Garissa County from 2013 to 2017, after being elected on an ODM ticket under the CORD coalition. His experience in both politics and public service is expected to play a role in shaping the council’s future direction.
All the newly appointed chairpersons officially began their terms on September 12, 2025, the same day the gazette notices were issued.
The appointments reflect a mixture of continuity, with some leaders being retained, and change, as new faces step into positions previously dominated by long-serving individuals.
