The Kenyan Senate has revealed plans to take disciplinary action against two governors who are accused of repeatedly ignoring summons from the Senate Accounts Committee. The committee had called on them to answer questions raised in the Auditor General’s report.
Kericho Governor Erick Mutai and Isiolo Governor Abdi Guyo are at the center of the controversy after allegedly failing to attend several scheduled hearings.
Lawmakers have expressed frustration, saying the governors have repeatedly skipped the summons despite prior warnings and penalties. The Senate is now considering strict measures to hold the two county leaders accountable.
During a committee meeting on Friday, November 21, Committee Chairperson Moses Kajwang emphasized that the hearings will continue until late December. He warned that the two governors could face sanctions for contempt of Parliament if they fail to appear.
Senators stressed that any governor is allowed to skip a summons only if they provide credible and justifiable reasons, accusing some county leaders of using minor excuses to avoid accountability.
“This practice where a governor feels they can just decide not to appear is unacceptable. We must ensure that every governor summoned to this committee honors the invitation,” said Kitui Senator Enoch Wambua.
He added, “We have a responsibility to complete audits for the financial year under review before December 31, 2025, and we must take every necessary step to achieve that.”
Senator Kajwang further cautioned governors who have not yet appeared before the committee to be prepared, as the hearings are expected to continue until the end of the year.
The summons come shortly after the two governors faced politically charged impeachment processes. Governor Abdi Guyo has recently been at odds with members of the Isiolo County Assembly (MCA).
In June this year, the Isiolo Assembly impeached him over allegations of gross misconduct and abuse of office. However, the High Court later nullified the impeachment, reinstating him.
Similarly, Governor Erick Mutai of Kericho has survived two impeachment attempts by his County Assembly. The latest effort, in August 2025, was dismissed by the Senate after the motions failed to reach the required two-thirds vote threshold.
Both governors submitted letters requesting the postponement of their respective hearings. Governor Mutai submitted his letter on the morning of Friday, citing unavoidable issues, while Governor Guyo had requested a new hearing date in a letter dated November 19, 2025.
The Senate has reiterated that skipping a summons without a valid reason will not be tolerated, and it is determined to ensure that all governors comply with accountability processes.
Lawmakers are clear that any attempts to avoid scrutiny will attract sanctions, emphasizing the importance of completing all audit reviews for the year before the December 31 deadline.
