Civil Servant Arrested Over Forgery and Self-Promotion Scheme

Detectives from the Directorate of Criminal Investigations (DCI) have arrested a civil servant, Maroa Sammy Maroa, for allegedly carrying out a string of sophisticated forgeries aimed at manipulating government institutions.

Authorities say his latest scheme was an attempt to interfere with the ongoing police recruitment process by presenting a fake government recommendation letter.

Maroa, an economist working at the State Department for Cabinet Affairs, was tracked down and arrested in Ngoigwa, Thika West Sub-county, on Wednesday, December 3, 2025.

Detectives said he had disappeared for several days, prompting an intelligence-led manhunt that eventually uncovered his whereabouts.

According to investigators, Maroa boldly walked into the National Police Service Commission (NPSC) headquarters and handed over a forged letter to the Commission’s CEO.

The document was crafted to look like it had been issued from a senior government office and listed several individuals who were allegedly “recommended” by the State for consideration in the recruitment exercise.

NPSC officials quickly noticed suspicious details in the document, including errors in its formatting, missing authorization channels, and inconsistencies in the document’s handling process. These abnormalities raised immediate doubts, and the letter was forwarded to investigators. A rapid probe confirmed that the document was fake.

Detectives also revealed that this is not the first time Maroa has been linked to forgery cases. He is already suspended from his job due to an ongoing criminal case at the Kahawa Law Courts.

In that earlier incident, he was accused of forging an official letter that falsely promoted him to the rank of Director and transferred him to the State Department for Housing.

The plan, according to investigators, was an attempt to unlawfully elevate his status within the public service.

Following the latest incident at NPSC, Maroa allegedly sensed that detectives were closing in on him. He reportedly switched off all his known phone numbers and abandoned his usual residence, hoping to escape the officers monitoring him.

However, the DCI deployed specialized intelligence teams that tracked his movements across Thika. After days of discreet surveillance, officers raided a house in the Ngoigwa area and arrested him without any resistance.

He is currently being held in custody as investigators compile more evidence before presenting him in court.

The DCI has urged the public to understand that in today’s environment, where institutions share information instantly, forged documents are easily detected.

The agency warned that anyone attempting to misuse fake authority or manipulate public systems will face fast and firm action from law enforcement.
