Ruto Axes Key Appointments, Makes Fresh Moves in Major Trade and Government Agencies

President William Ruto, together with Treasury Cabinet Secretary John Mbadi and Attorney General Dorcas Oduor, has made a wide range of new appointments and revocations affecting several important government institutions.

These changes were announced through a gazette notice issued on December 5, marking another round of reshuffles aimed at strengthening leadership in key state agencies.

In the notice, President Ruto reappointed David Wamtsi Omusotsi as the Non-Executive Chairperson of the Council of Kenya Utalii College. Omusotsi will continue serving for a new three-year term starting December 5, 2025.

The President stated that the appointment is made under the Tourism Act, noting that Omusotsi’s continued leadership is expected to support the institution’s growth and mandate.

At the same time, the President revoked the appointment of Basil Criticos as the Chairperson of the Kenya Trade Network Agency (KenTrade).

The revocation also affected board members Paul Mwiti Mucheke and Abubakar Ketemon, whose appointments were officially cancelled with effect from December 5, 2025.

These changes were made under the powers granted by the State Corporations Act, showing a clear shift in leadership within the trade facilitation agency.

Treasury CS John Mbadi also made several fresh appointments. He named Lawrence Kibet, the Director General of the Public Investment and Portfolio Board, as the new Chairperson of the Asian Officers’ Family Pension Board.

Alongside him, Mbadi appointed Michael Kagika, Dinah Mboje, Francis Amuyunzu, and Vivian Chebii as board members, each set to serve a three-year term. Their appointments are expected to strengthen the management and oversight of the pension fund.

Additionally, Mbadi appointed Suleiman Issack Ali to the Board of the Kenya Trade Network Agency, where he will serve from December 5, 2025, to December 7, 2026.

Another appointee, Gerald Okoko, will join the same board beginning December 5, 2025, until October 5, 2026. These new faces are expected to bring new direction to the agency following the earlier revocations.

The Treasury CS further revoked the appointments of Millicent Nyaboke and Halima Omar as members of the Board of the Local Authorities Provident Fund.

In their place, he appointed Hassan Amina Gedow, who will now serve as a board member for a three-year term. This move signals yet another attempt to restructure oversight in public financial institutions.

Lastly, Attorney General Dorcas Oduor appointed James Musee Nduna as the Registrar of Marriages. Nduna will hold this position for the next three years, handling matters related to marriage registration across the country.

These combined appointments and revocations show an active reorganization across government agencies, as top state officials continue to shape leadership in institutions that play crucial roles in tourism, trade, pensions, and civil registration.
