IEBC Appoints Moses Ledama Sunkuli as Acting CEO
The Independent Electoral and Boundaries Commission (IEBC) has officially announced the appointment of Moses Ledama Sunkuli as its Acting Chief Executive Officer, coming just two days after the departure of former CEO Hussein Marjan.
The announcement was made through a statement released on Thursday, February 5, with the commission confirming that Sunkuli will also take up the role of Commission Secretary, positions that were previously held by Marjan before his exit.
According to the commission, the appointment takes effect immediately and is meant to ensure continuity within the institution as it transitions to new leadership.
Before being elevated to the acting position, Sunkuli served as the Director of Electoral Operations, a role that placed him at the centre of the commission’s core electoral activities.
His long experience within the IEBC is seen as an advantage, as he is expected to rely on his institutional knowledge to maintain stability during the interim period.
In its statement, the IEBC noted that Sunkuli will serve in an acting capacity for at least six months or until the recruitment and appointment of a substantive Chief Executive Officer is completed.
The commission emphasised that the temporary appointment is part of efforts to guarantee a smooth transition while maintaining efficiency in service delivery and ensuring that ongoing activities within the electoral body are not disrupted.
As Acting CEO and Commission Secretary, Sunkuli now becomes the administrative head of the IEBC. His responsibilities will include overseeing the day-to-day operations of the commission, supervising staff both at the headquarters and across county offices, and ensuring that decisions made by the commissioners are implemented effectively.
The role also places him in charge of coordinating operational activities, especially as the commission prepares for upcoming electoral processes and by-elections scheduled in the coming months.
A key part of his duties will involve managing the commission’s resources and finances, since the CEO also serves as the accounting officer.
This means he will be responsible for overseeing the IEBC budget, procurement processes, and the logistical planning required for elections, including the acquisition and distribution of election materials.
At the same time, his authority remains administrative, as policy decisions and the declaration of election results remain the responsibility of the commissioners and the chairperson, as provided for under the law.
Sunkuli is not new to the electoral body, having worked within the commission for nearly a decade. His previous roles, including involvement in electoral operations during past general elections, have given him direct experience in managing complex election processes.
This background is expected to help him navigate the challenges that come with leading the commission during a sensitive political period, particularly as the country continues to focus on electoral preparedness ahead of future polls.
The appointment is also likely to attract political attention, especially from opposition leaders who had previously criticised the tenure of former CEO Hussein Marjan.
