PS, EPRA Boss, KPC Managing Director Arrested Over Substandard Fuel Claims

In a major and shocking development, four senior government officials have been arrested over allegations linked to the procurement and clearance of substandard fuel, a scandal that has once again raised serious concerns about fuel quality in Kenya.

The arrests have now put the country’s energy sector under intense public and political scrutiny.

Among the high-profile officials arrested are Petroleum Principal Secretary Mohamed Liban, Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo, Kenya Pipeline Company (KPC) Managing Director Joe Sang, and another senior petroleum official.

Detectives from the Directorate of Criminal Investigations (DCI) reportedly carried out the arrests on Thursday evening as part of a widening probe into how questionable fuel products may have entered the Kenyan market.

Sources familiar with the matter revealed that after his arrest, PS Liban was taken to the DCI headquarters along Kiambu Road in Nairobi for overnight questioning.

He was later rushed to hospital after the grilling session and was therefore not held in police custody overnight.

Daniel Kiptoo, however, spent the night at Gigiri Police Station, while Joe Sang was detained at Capitol Hill Police Station before both were later transferred to the DCI headquarters for further interrogation.

Even with the dramatic arrests, investigators have so far remained tight-lipped about the full scope of the scandal.

However, insiders say the DCI is now focusing on the entire fuel procurement chain, from import approvals and regulatory checks to transportation and storage systems, in an effort to establish how fuel that allegedly failed to meet required standards was allowed into circulation.

The investigation is also expected to dig deeper into whether procurement procedures were deliberately ignored, manipulated, or bypassed to favour certain suppliers.

Authorities are said to be examining possible collusion between senior officials, fuel importers, and other players in the petroleum supply chain.

If evidence of wrongdoing is established, those involved could face serious charges, including abuse of office, negligence, fraud, and violation of public procurement laws.

The latest arrests come at a time when many motorists across the country have continued to complain about poor fuel quality.

Some drivers have reported engine problems, reduced vehicle performance, and mechanical damage allegedly linked to contaminated or low-quality petroleum products.

These concerns had already triggered anxiety among consumers, and the latest revelations are likely to deepen public mistrust in the country’s fuel regulatory systems.

EPRA has in the past repeatedly assured Kenyans that all fuel entering the market undergoes strict testing and quality checks before being released for consumption.

However, the arrest of the authority’s top boss now raises serious questions about how effective those compliance measures have really been and whether the systems in place were compromised from within.

The matter becomes even more sensitive as the country also faces fears of a possible fuel shortage, largely driven by the continued escalation of the Middle East conflict, which has disrupted global supply chains and pushed up uncertainty in international oil markets.

Despite these concerns, President William Ruto’s administration has moved to calm the country, assuring Kenyans that there is enough fuel in stock to meet national demand for the next 30 to 40 days.

Treasury Cabinet Secretary John Mbadi, while speaking on Thursday, April 2, also announced that the government is preparing to release billions of shillings to cushion consumers from possible price shocks, though he clarified that the support will only be temporary.

According to Mbadi, the country currently has fuel reserves that can sustain the market for the short term, with petrol stocks standing at 16 days, diesel at 19 days, and jet fuel and kerosene at 49 days.

These reserves are expected to offer temporary relief as more fuel shipments are scheduled to arrive later in April.

As investigations continue, the scandal is expected to trigger wider debate on accountability, oversight failures, and the safety of petroleum products consumed by millions of Kenyans every day.
