Governor Kenneth Lusaka Sacks Entire Cabinet Hours After Impeachment Motion
Bungoma Governor Kenneth Lusaka has dismissed all members of the County Executive Committee (CECM), along with the County Attorney and the County Secretary, effective immediately.
This bold move comes amid political uncertainty following the announcement of impeachment motions against a county official.
In a press statement released on Thursday, April 9, Lusaka said the decision was made under his constitutional mandate to ensure better governance and improved service delivery in the county.
He emphasized that the reorganization aims to strengthen the county administration and enhance the efficiency of public service delivery.
“The Office of the Governor wishes to inform the public that, in the exercise of the constitutional mandate to ensure effective governance and service delivery, the Governor has undertaken a reorganization of the County Executive,” the statement read.
“Accordingly, subject to section 40(1)(a) of the County Government Act, all Members of the County Executive Committee, the County Attorney, and the County Secretary have been relieved of their duties with immediate effect,” it added.
Governor Lusaka assured residents that this decision was made in good faith and in the public interest, aiming to promote the smooth operation of county institutions and uphold their integrity. Despite removing all cabinet members, he has not yet appointed replacements.
Lusaka, however, promised that details regarding interim arrangements and new appointments will be communicated in due course, following legal procedures.
The county government also reassured the public that essential services will continue without interruption. Measures have been put in place to ensure that residents do not experience any disruption in service delivery while the new arrangements are being made.
“Further communication regarding interim arrangements and subsequent appointments will be made in due course, in accordance with the law,” the statement added.
This dramatic reshuffle comes just hours after the Bungoma County Assembly confirmed it had received impeachment motions against an unnamed county officer.
On Wednesday, April 8, the office of the assembly clerk issued a statement saying the motions were under procedural review. Once processing is complete, the motions are to be presented to the Speaker and the House Business Committee for approval before being tabled in the county assembly.
“The Office of the Clerk wishes to inform the public that impeachment motions have been received today and are currently undergoing procedural processing. The motions will be presented to the Hon. Speaker and the House Business Committee for approval. Upon approval, they will be tabled before the House in accordance with the Standing Orders and the law,” the statement said.
At this stage, it remains unclear which county official the motions target—whether it is the governor himself or another county officer.
Governor Lusaka is currently serving his second term as Bungoma County Governor. He was the county’s first governor from 2013 to 2017 and later served as Speaker of the Senate from 2017 to 2022, before returning to the county leadership role.
His experience in both executive and legislative roles is seen as a key factor in his decisive actions aimed at restructuring the county government during this politically sensitive period.
This sudden cabinet dismissal has left many in Bungoma speculating on the future of county governance, the potential impact of the impeachment motions, and the timeline for new appointments.
Analysts suggest that Lusaka’s move could be strategic, aimed at consolidating control and preparing the county administration to operate efficiently amid political turbulence.
