Breaking: Sakaja Reshuffles County Executives

Sakaja Reshuffles Nairobi County Chief Officers in New Administrative Changes

Nairobi Governor Johnson Sakaja has carried out a fresh reshuffle affecting five County Chief Officers, in a move aimed at improving service delivery across key departments in the county government.

The changes take immediate effect and are part of ongoing efforts by the county leadership to strengthen efficiency, coordination, and public service performance amid growing pressure on the administration.

In the latest adjustments announced on Friday, April 24, Dr Machel Waikenda has been moved from his position as Chief Officer for Mobility and Acting Chief Officer for ICT Infrastructure.

He has now been reassigned to the Lands department while also taking on the role of Acting Chief Officer for Mobility.

Waikenda is not new in the county leadership structure, having previously been approved into Sakaja’s cabinet in May 2024 as Chief Officer for Economic Affairs before being transferred to the Mobility docket in August 2024 during an earlier reshuffle.

At the same time, Cecilia Koigu has been moved from the Lands department to take charge of ICT Infrastructure. Koigu is among the group of 33 Chief Officers originally nominated by Governor Sakaja in December 2022, where she was first appointed to serve in the Lands docket.

Engineer Bob Ariemba has also been brought into a new leadership role as the Acting Chief Officer for Works, a position that is expected to strengthen coordination in infrastructure and development projects within the county.

Another key change involves Dr Irene Muchoki, one of the more experienced officials in the current administration. She has been transferred from Medical Services to the Gender and Inclusivity docket.

Dr Muchoki was also among the earliest appointees in December 2022, where she initially served in Medical Services.

In a reciprocal move, Mariam Dubow Dahir has been moved from Gender and Inclusivity to Medical Services, effectively swapping responsibilities with Dr Muchoki in a structured departmental exchange meant to improve efficiency in both sectors.

The changes have been formally authorised under Section 45(5) of the County Government Act 2012 and were officially signed by Governor Sakaja.

This latest reshuffle comes just months after the widely discussed November 18, 2025, reorganisation, which affected several senior county executives at a time when the governor was facing political pressure, including the possibility of impeachment proceedings.

That earlier reshuffle was one of the most extensive since Sakaja took office in 2022, affecting seven out of the ten top-tier county ministers.

It involved significant movements across major departments such as health, housing, and public service management, with officials being rotated in an attempt to address persistent challenges in urban planning, healthcare delivery, and overall county responsiveness.

In addition, technical officers were also reassigned, including Geoffrey Mosiria, who was moved from the Environment department to the newly prioritised Citizen Engagement and Customer Service unit, a change aimed at improving communication between residents and the county government.
