Ruto Gazettes New Appointments to IPOA, TSC and PSC
President William Ruto has announced a fresh set of appointments to several important government institutions, including the Independent Policing Oversight Authority (IPOA), the Teachers Service Commission (TSC), and the Public Service Commission (PSC).
In a Gazette Notice dated August 31, 2026, President Ruto appointed Duncan Oburu Ojwang as the new Chairperson of the Independent Policing Oversight Authority. Ojwang will serve in the position for a six-year term.
The appointment was made under the Independent Policing Oversight Authority Act, which provides the legal framework for the operations and leadership of the authority.
Ojwang will now take charge of IPOA for the next six years as the institution continues with its responsibility of providing civilian oversight of the National Police Service.
The authority plays an important role in monitoring police conduct, investigating complaints against police officers and promoting accountability within the service.
President Ruto also appointed Antonina Lentoijoni and Wilson Sossion as new members of the Teachers Service Commission. The two officials will serve for a six-year period.
Their appointments were made in accordance with Article 250(2) of the Constitution and Section 8(10) of the Teachers Service Commission Act.
They will join the commission as it continues to oversee the management, regulation and administration of teachers working in Kenya’s public education sector.
The Teachers Service Commission is responsible for several key functions, including managing teachers in public schools, regulating their professional conduct and handling matters relating to their employment and deployment.
In another appointment contained in the same Gazette Notice, President Ruto named Flora Nduku Mutua as a member of the Public Service Commission. Mutua will also serve for a six-year term.
The latest appointments are part of a wider series of changes by the President involving various state institutions and government boards.
The new appointments come only a few days after President Ruto made another round of changes through a separate Gazette Notice issued on August 28, 2026.
In the August 28 notice, retired Major General William Karisa Shume was appointed as the Non-Executive Chairperson of the Advisory Committee on Military Veterans. He will serve in the position for four years, with his appointment taking effect on August 28, 2026.
The same Gazette Notice also announced several other appointments to important government institutions.
These included changes involving the National Research Fund, the National Commission for Science, Technology and Innovation, as well as the Kenya Medical Training College Board.
The latest appointments therefore add to a growing list of changes being made by the Ruto administration as new officials take up positions in different public institutions.
The changes are expected to bring new leadership and membership to the affected bodies as they continue carrying out their constitutional and legal responsibilities.
IPOA remains responsible for providing civilian oversight of the National Police Service and ensuring that police operations are subjected to accountability and independent scrutiny.
At the same time, the Teachers Service Commission continues to play a central role in the management and regulation of teachers within Kenya’s public education system.
The newly appointed officials are expected to work with other members of the respective institutions to ensure that their organisations continue delivering on their mandates.
Their appointments will also see the affected commissions and authorities operate under fresh or renewed leadership as they undertake their duties in accordance with the law.
