The passage of the Finance Bill 2024 sparked widespread protests, drawing both genuine demonstrators and opportunistic troublemakers. The business community, in response, found themselves compelled to carry ‘rungus,’ traditional wooden clubs, to fend off the latter. This self-defense measure, though stark, underscored the severity of the situation and the desperation of merchants who could not afford to see their properties vandalized or looted.

The tension on Luthuli Avenue reflected a broader climate of unease gripping the nation. The Finance Bill, perceived by many as draconian, triggered a wave of public dissent. However, the lines between peaceful protest and criminal activity quickly blurred. Reports of goons masquerading as protesters began to surface, targeting shops and market stalls with alarming frequency.
