Democratic Congress Party (DCP) Nairobi Patron Irungu Nyakera has raised concerns over a recent proposal by President William Ruto and opposition leader Raila Odinga to allow Kenyans to vote in the 2027 general election using only their national identity (ID) cards instead of relying on the official voter register.
According to Nyakera, this idea is not only suspicious but could be part of a larger, strategic plan to manipulate the outcome of the next polls.
Speaking on Tuesday, July 29, Nyakera accused both Ruto and Raila of secretly working together to engineer a rigging plan that would compromise the credibility of the 2027 elections.
He claimed the proposal to replace the IEBC’s official voter roll with ID cards is not an innocent electoral reform but a deliberate move to make vote tampering easier.
“The sudden campaign to replace the voter register with ID cards alone is a coordinated plan by President Ruto and Raila Odinga to rig the 2027 general elections,” Nyakera alleged.
He added that a series of recent events point toward a calculated political strategy meant to influence voter registration and suppress certain communities.
He cited the recent announcement that 400,000 residents of Turkana County would soon be issued with ID cards as a red flag. According to him, this is part of an aggressive effort to increase voter numbers in targeted regions.
Just a week earlier, he added, Treasury Cabinet Secretary John Mbadi had called for a door-to-door registration campaign in Luo Nyanza, encouraging locals to obtain national ID cards.
Nyakera further claimed that earlier this year, President Ruto lifted a ban on ID vetting in northern Kenya. This happened shortly after analysts predicted that the region could potentially register up to 3.5 million new voters—something Nyakera sees as more than just coincidence.
He also pointed out that Raila Odinga has reportedly asked the Independent Electoral and Boundaries Commission (IEBC) to completely abandon the use of the official voter register and instead allow voters to cast their ballots using just their national ID cards.
Nyakera warned that such a move would open the door for widespread electoral fraud.
In a more dramatic accusation, Nyakera claimed to have received reliable intelligence revealing a covert operation aimed at disenfranchising young voters from the GEMA communities (Gikuyu, Embu, and Meru).
According to him, a secret team of 135 individuals has been tasked with blocking GEMA youth from obtaining ID cards and registering as voters.
“I have received credible reports about a secretive 135-member unit that is actively working to prevent young people from the GEMA region from accessing national ID cards and registering to vote. I have already shared this alarming information with the United Opposition leadership,” he said.
Nyakera urged Kenyans to stay vigilant and not ignore what he described as a calculated scheme to take away their democratic right to choose their leaders.
He also warned government officers working in registration departments not to be used in any political games.
“My fellow Kenyans, we must not stay silent or sleep through this well-orchestrated plan to deny us our right to vote and bring change through the ballot.
And to those working in registration offices, don’t be manipulated into turning willing voters into invisible ones. The Kenyan people are alert and watching,” Nyakera concluded.
