President Ruto Nominates Two New Officials to National Police Service Commission
President William Ruto has made two fresh appointments to the National Police Service Commission (NPSC). In a notice released on August 4, he nominated Dr. Amani Yuda Komora as the new Chairperson of the Commission and Angeline Yiamiton Siparo as a new member.
The announcement stated that the nominations were made under Article 250(2)(b) of the Constitution, following the legal process outlined in Section 9(5) of the National Police Service Commission Act (Chapter 85, Laws of Kenya).
“It is notified that His Excellency the President, in exercise of the powers conferred by Article 250(2)(b) of the Constitution and in accordance with the procedure set out under Section 9(5) of the National Police Service Commission Act (Chapter 85, Laws of Kenya), has nominated the Chairperson and one member of the National Police Service Commission,” part of the official notice read.
Extensive Public Service Experience
Both nominees bring a wealth of experience from their previous roles in public service and national institutions.
Dr. Komora is not new to public office. He most recently served as the Vice-Chairperson of the Salaries and Remuneration Commission (SRC). Before joining SRC, he held key positions in various institutions including:
- General Manager for Human Resource and Administration at Kenya Ports Authority (KPA)
- Assistant Commissioner of Human Resources at the Kenya Revenue Authority (KRA)
- Member of the National General Wages Council
Dr. Komora holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT). His background in human resource management and extensive experience in strategic leadership positions make him well-suited for his new role at the NPSC.
Broad Experience in Health and Leadership Sectors
Angeline Siparo, the nominee for commission member, has also held several influential positions. She served as the Chairperson of the National AIDS Control Council from 2016 to 2022, where she oversaw key national health programs.
In addition, she worked as the Coordinator of the YALI (Young African Leaders Initiative) Legacy Localisation Project, a program spanning across 49 African countries, aimed at nurturing the next generation of African leaders.
Her professional background also includes roles with major international and regional organizations such as:
- Oxford HR (AU/Africa CDC)
- Catholic Medical Mission Board (CMMB)
- Population Reference Bureau (PRB)
- UNAIDS
- Futures Group International
- Family Health International (FHI)
Ms. Siparo holds a Master of Arts in Counselling Psychology from United States International University Africa (USIU-Africa), equipping her with expertise in psychosocial support, leadership, and community development.
Nomination Based on Recommendations
The appointments follow the recommendation of the Selection Panel, which was tasked with identifying suitable candidates for the positions of Chairperson and Members of the National Police Service Commission.
The Public Service Commission had released a shortlist on March 15, featuring well-known names such as former IEBC Commissioner Margaret Wanjala and former Gatanga MP Humphrey Kimani, who were among those considered for the chairperson position after Eliud Kinuthia’s term ended.
Dr. Komora and Ms. Siparo will now join the current members of the Commission, who include:
- Peris Muthoni Kimani
- Edwin Cheluget
- Benjamin Juma Imai
- Prof. Collete A. Suda
If approved, these nominations will bring new leadership and expertise to the Commission, which plays a critical role in overseeing police operations, recruitment, and reforms across the country.
