His death comes only a few weeks after he had been discharged from Jaramogi Oginga Odinga Teaching and Referral Hospital, where he had been receiving specialized care.
Sources familiar with his condition revealed that the late commander had been struggling with an undisclosed medical complication for close to six months.
During this time, he reportedly made several hospital visits as doctors worked to manage his condition.
It is understood that Charo had been undergoing regular treatment, including blood transfusions, as well as medical care for intense pelvic and back pain. His illness had significantly affected his health over time, eventually leading to his untimely death.

The death of Commander Charo is being described as a major loss to the police service, especially to colleagues who worked closely with him.
His passing also adds to a growing number of senior police officers who have died since the beginning of the year, raising concern within the service.
Just a few weeks ago, another tragic incident involved an Officer Commanding Station (OCS) from Kibugat Police Station in Kericho County, who died under unclear circumstances.
The officer was found unresponsive inside a vehicle at Ikonge Market along the Nyamira–Kericho highway, sparking immediate concern among members of the public.
According to a report recorded at Ekerenyo Police Station, locals became suspicious after noticing a vehicle that had been parked by the roadside for a long period without any movement. Their concern prompted them to alert authorities.
Police officers, together with detectives from the Directorate of Criminal Investigations (DCI), responded swiftly to the scene. Upon arrival, they found the car locked with a man inside. In order to access the vehicle, officers were forced to break one of the windows.
Inside, they discovered the lifeless body of the police officer lying on the front seat. The incident raised many questions, and investigations were immediately launched to determine the cause of his death.
These incidents continue to cast a shadow over the police service, as officers and the public await answers while also mourning the loss of dedicated personnel who served the country.
