Low-quality amateur videos have surfaced online showing the tense and chaotic moments leading up to the fatal shooting of 28-year-old Cecil Ouma inside a vehicle carrying Youth Affairs Principal Secretary Jacobs Fikirini.
The footage captures the confusion that unfolded as a large crowd surrounded the PS shortly before the deadly incident during a youth forum in Kariokor, Nairobi.
Cecil Ouma lost his life after suffering a gunshot wound to the chest during the incident. Police have since linked the shooting to a security officer assigned to protect the Principal Secretary.
Investigators say the officer allegedly fled the scene immediately after the shooting and has remained a key person of interest as investigations continue.
The deceased was a Civil Engineering student at the Technical University of Kenya’s Nairobi campus. Besides his studies, Ouma was widely known in Kariokor as an active youth mobiliser who regularly participated in community activities and youth empowerment programs. His death has left many young people in the area shocked and demanding justice.
The shooting happened on the evening of Tuesday, June 30, after the conclusion of a youth empowerment forum held under the KIKAO initiative. The program, organised by the State Department for Youth Affairs and Creative Economy, brought together hundreds of young people from different constituencies across Nairobi.
The forum was held in the Kariokor area of Starehe Constituency and was intended to give young people an opportunity to engage directly with government officials, raise concerns affecting their communities, and discuss possible solutions.
According to several eyewitnesses, events took a dramatic turn after the meeting had ended. They claim that a group of youths asked Ouma to approach the Principal Secretary’s vehicle on their behalf regarding a cash facilitation token that had reportedly been distributed during the event.
Witnesses allege that the group believed the KSh 10,000 amount was too little to cater for all those who had participated and wanted either to return the money or negotiate for a higher amount.
As Ouma approached the vehicle, the situation reportedly became tense. Witnesses say disagreements quickly developed, attracting the attention of security officers and members of the crowd.
Within moments, the scene became chaotic as people gathered around the vehicle while police officers attempted to control the situation.
The newly emerged videos appear to support reports that the Principal Secretary struggled to make his way through the crowd before entering his vehicle. In the footage, dozens of people can be seen surrounding him as security officers create a path toward the waiting car.
The atmosphere appears tense, with members of the crowd pressing closer as the vehicle prepared to leave.
The clips also show Ouma allegedly forcing his way into the vehicle despite resistance from police officers stationed around it. As security personnel tried to stop him, more people crowded around the vehicle, making it difficult for the doors to close properly.
At one point in the videos, the Principal Secretary is seen being ushered into the rear left seat of the vehicle while several people continue surrounding the car.
Some individuals are seen holding onto the vehicle, preventing one of the doors from shutting completely as the driver attempts to leave the area.
According to witnesses, it was during these chaotic moments, while the vehicle was pulling away from the scene, that the fatal gunshot was allegedly fired from inside the vehicle.
Ouma is believed to have been struck in the chest during the confrontation, although investigators are still working to establish the exact sequence of events.
After the shooting, Ouma reportedly collapsed near the scene as those around him rushed to help. Witnesses say he was bleeding heavily before being quickly taken to Park Road Nursing Home for emergency treatment.
Despite efforts to save his life, medical personnel pronounced him dead shortly after arrival, with reports indicating that he succumbed to severe blood loss caused by the gunshot wound.
The incident has sparked widespread public concern, with many Kenyans calling for a thorough and transparent investigation into what happened.
Detectives continue gathering witness statements, reviewing available video footage, and pursuing the security officer believed to have been involved in the shooting as investigations into the tragic incident continue.
