Burundians Seek Exit Documents as Ruto Government Tightens Rules on Foreign Traders

Hundreds of Burundian nationals living in Kenya have flocked to their embassy in Nairobi amid growing uncertainty over the government’s new restrictions on foreign nationals operating small-scale businesses.

The situation followed remarks by President William Ruto on September 2, when he directed authorities to stop foreign nationals from competing with Kenyans in small-scale activities such as hawking and retail.

The President’s comments triggered anxiety among some foreign traders, with many Burundians reportedly seeking travel documents in case they are forced to return home.

Long queues were witnessed at the Burundian Embassy along Dennis Pritt Road in Nairobi, with some people carrying their belongings.

However, the government later clarified that the directive was not a blanket order requiring all foreigners to leave Kenya.

Foreign Affairs Principal Secretary Korir Sing’oei said foreign nationals who have the necessary work permits, licences and other documents remain legally protected to work and conduct business in Kenya.

He specifically stated that Burundian nationals and other East Africans can continue living and working in Kenya as long as they comply with Kenyan law.

On Tuesday, September 8, the government announced a 90-day period for foreign traders to regularise their status.

The exercise will cover immigration documentation, work permits, business registration and operating licences before stricter enforcement begins.

The government has also warned against harassment, intimidation and xenophobic attacks against foreign nationals, insisting that the exercise is intended to ensure compliance with the law.

The developments have sparked debate across the region, with concerns raised about the treatment of East African citizens and the potential impact on Kenya’s relationship with its neighbours.

The East Africa Law Society has also called on authorities to avoid harassment or unlawful detention of Burundian and other EAC nationals.

For now, the government’s position is that foreign nationals who meet Kenya’s legal requirements can remain and operate, while those without the required documentation have 90 days to regularise their status.
