MP Jack Wamboka Demands Full Shutdown of Parliament Over Delayed CDF Funds
Bumula Member of Parliament (MP) Jack Wamboka has made a bold call for a complete shutdown of the National Assembly, citing continued unfulfilled promises by the National Treasury.
Speaking passionately during Tuesday’s parliamentary session, Wamboka voiced his deep frustration over the constant delays in releasing the National Government Constituency Development Fund (NG-CDF).
He said the Treasury’s failure to disburse the funds on time has left many constituencies in crisis.
“I am urging every Member of this House to stop all parliamentary business until the Cabinet Secretary for Finance comes to this House and releases the full amount of CDF money,” Wamboka stated.
He emphasized that communities across the country are suffering due to the delayed funds, and urgent action is needed.
The vocal MP said that the delays have left elected leaders helpless in the eyes of their constituents, who are demanding answers about stalled development projects.
“Right now, many of us cannot even visit our constituencies because our people are asking questions we simply cannot answer,” he said.
Wamboka also directed blame at Treasury Cabinet Secretary John Mbadi, accusing him of deliberately holding back funds and using parliamentary procedures as an excuse to dodge accountability.
One of the key concerns raised by Wamboka was the negative impact these delays are having on the education sector.
He highlighted that many students are now sitting for their exams without access to bursaries. “We don’t even have money for bursaries. Students are in school doing exams, and Treasury is silent,” he lamented.
Back in December 2024, CS Mbadi announced a plan to start releasing NG-CDF funds. He had promised an initial Ksh5 billion to be disbursed by December 5, followed by monthly releases of Ksh7 billion until June 2025.
However, MPs have raised serious concerns, saying that the Treasury has failed to follow through with these commitments.
This is not the first time the Treasury has faced criticism over the NG-CDF issue. In March, a similar wave of complaints emerged in Parliament, with Kitui Central MP Makali Mulu leading the charge.
MP Mulu sharply criticised the Executive, accusing them of deceiving Parliament and undermining one of the few government programs that has proven to be both effective and with minimal pending bills.
He also pointed out that the 2025/2026 Budget Policy Statement had reduced NG-CDF allocations—something he and other MPs strongly opposed.
Many lawmakers now feel that the government’s delay in releasing CDF funds is not just affecting development but is also eroding public trust in their leadership.
Wamboka’s call for a total freeze on parliamentary operations marks a significant escalation in the standoff between lawmakers and the National Treasury.
