Ruto and 12 Cabinet Secretaries Announce Fresh Government Appointments

President William Ruto and 12 Cabinet Secretaries have announced a new wave of appointments and reappointments to different government agencies and state institutions. The changes are aimed at strengthening leadership in various public bodies, improving efficiency and supporting better service delivery.

The appointments were communicated through a Gazette Notice dated Friday, September 4, 2026, with several of the new officials taking up their positions immediately, while others will begin their terms on different dates specified in the notice.

President Ruto appointed Henry Gichuhi Kinyua as the Non-Executive Chairperson of the Coffee Board of Kenya for a three-year term. His appointment took effect immediately.

The President also renewed the appointment of Geoffrey Mutai as the Non-Executive Chairperson of the Kenya Tsetse and Trypanosomiasis Eradication Council. Mutai will serve for another three years, with his new term beginning on September 9, 2026.

New Appointments to Science and Finance Institutions

In the foreign affairs sector, Cabinet Secretary Musalia Mudavadi appointed Vasey Mwanja as the Non-Executive Chairperson of the Board of the National Commission for Science, Technology and Innovation (NACOSTI).

Mwanja will serve in the position for a period of three years as the government continues to strengthen leadership within institutions responsible for science, technology and innovation.

Meanwhile, Treasury Cabinet Secretary John Mbadi reappointed Michael Waititu Maina as a member of the Nairobi International Financial Centre Authority.

Maina will serve for another three years as the government seeks to maintain continuity within the authority, which plays a role in promoting Nairobi as a regional financial centre.

Interior Ministry Appoints Five Narcotics Analysts

In the security sector, Interior Cabinet Secretary Kipchumba Murkomen announced the appointment of five analysts under the Narcotic Drugs and Psychotropic Substances (Control) Act.

The five appointed analysts are Betsy Chelangat Kimeu, Peter Wambua Kimeu, Susan Mwake Mwatela, Everlyn Akinyi Onyango and Victor Wandera Opondo.

Their appointments are expected to support government efforts in handling matters related to narcotic drugs and psychotropic substances in accordance with the law.

New Appointment to EPRA Board

In the energy sector, Energy and Petroleum Cabinet Secretary Opiyo Wandayi appointed Francis Ndwiga as a member of the Energy and Petroleum Regulatory Authority (EPRA) Board.

Ndwiga will serve on the board for a three-year period. The appointment comes as the government continues to strengthen leadership and oversight within the country’s energy and petroleum sector.

Changes in the Transport and Aviation Sector

Several appointments were also made in the transport sector under Cabinet Secretary David Chirchir.

Chirchir appointed Fredrick Kabunge as the Chief Investigator of Aircraft Accidents, while James Mwangi was appointed as the Deputy Chief Investigator of Aircraft Accidents.

The CS also appointed Mathias Abuya Ombasa, Allan Omari, Ali Mwinyi and Teddy Emmanuel to serve as aircraft accident investigators.

The appointments took effect immediately and are expected to strengthen the country’s capacity to investigate aircraft accidents and incidents and improve aviation safety.

ICT and Communications Appointments

In the information and communications sector, Cabinet Secretary William Kabogo appointed Richard Makenga as a member of the ICT Authority Board for a three-year term.

Kabogo also reappointed Evalyn Koiyan and Bevin Bhoke as members of the Kenya Institute of Mass Communication Council.

The appointments are expected to provide continuity in the management and oversight of institutions dealing with information, communication, technology and media training.

Education Sector Gets New Board Members

Education Cabinet Secretary Julius Ogamba also announced changes within the education sector.

Ogamba reappointed Stella Keter and Stephen Chacha as members of the Kenya Education Management Institute Council.

Both officials will serve for another three years, continuing their roles in the institution responsible for supporting capacity building and management development within Kenya’s education sector.

Trade Sector Appointment

In the trade and industrial development sector, Cabinet Secretary Lee Kinyanjui appointed Joyce Njogu as a member of the Kenya Industrial Research and Development Institute (KIRDI).

Njogu will serve for three years as part of the government’s efforts to strengthen the institution’s leadership and support research, innovation and industrial development.

Eight Appointed to Micro and Small Enterprises Authority

Cooperatives Cabinet Secretary Wycliffe Oparanya appointed eight new members to the Micro and Small Enterprises Authority (MSEA).

The members will serve for a period of three years, with their appointments taking effect on September 7, 2026.

The authority plays an important role in supporting micro and small businesses, which provide employment and income opportunities to millions of Kenyans.

Several Changes Made in the Water Sector

A number of appointments and reappointments were also announced in the water sector by Cabinet Secretary Eric Mugaa.

Mugaa appointed Irene Chebichii Cheruiyot and Peter Nunda Mutisya to the Water Services Regulatory Board (WASREB).

He also reappointed John Momanyi and Cecilia Ngetich to the board of the Lake Victoria South Water Works Development Agency.

In another appointment, Fozia Ibrahim was named to the Water Resources Authority Board.

Mugaa further appointed Hassan Ahamednur Baricha to the governing council of the Kenya Water Institute.

At the same time, Marselino Malimo Arbelle was reappointed to the Water Sector Trust Fund Board of Trustees, allowing him to continue serving in the institution.

The changes come as the government continues efforts to improve the management, regulation and development of water resources and services across the country.

Labour Board Members Reappointed

In the labour sector, Cabinet Secretary Alfred Mutua renewed the appointments of several members of the National Labour Board.

Those reappointed include Francis Atwoli, Jacqueline Mugo, Charles Kireru, Dickens Ouma, Moss Ndiema and Atie Swaleh Ramadhan.

The six officials will serve for another three years.

The latest appointments and reappointments cover a wide range of government agencies, including agriculture, security, finance, energy, aviation, ICT, education, trade, water and labour.

The changes are expected to provide new leadership in some institutions while maintaining continuity in others where existing officials have been given additional terms.

The latest appointments form part of the government’s broader efforts to ensure that state agencies and public institutions have functioning boards and qualified officials to oversee their operations and support the delivery of government services.
