President William Ruto nominates former IEBC Chairman Ahmed Issack Hassan as chairperson of IPOA.

President William Ruto has nominated Ahmed Issack Hassan, the former chairperson of the Independent Electoral and Boundaries Commission (IEBC), to lead the Independent Policing Oversight Authority (IPOA).

Hassan, an experienced lawyer with over 30 years of practice, previously led the IEBC during Kenya’s pivotal 2013 elections.

His legal expertise and past roles in various international advisory capacities, including in countries like Somalia and South Sudan, were key factors in Ruto’s decision to nominate him, highlighting his extensive background in public administration and law​.

In addition to Hassan, Ruto nominated several others to fill positions within IPOA, marking a broader move to bring in new leadership across Kenya’s public agencies.

This wave of nominations includes Ann Wanjiku Mwangi, Micah Onyiego Nyakego, Boniface Kipkemoi Samati, and others, each slated for roles aimed at strengthening police oversight and accountability.

Ruto’s appointments reflect a strategic push for restructuring, with the aim of enhancing transparency and governance within Kenya’s security framework​.

This nomination comes at a time when IPOA’s role in monitoring police conduct is under growing scrutiny.

By selecting Hassan, the administration appears to be prioritizing leadership with a track record in governance amid public calls for improved oversight of Kenya’s police force. If confirmed,

Hassan will lead efforts to address critical issues in policing practices and ensure that IPOA fulfills its mandate effectively.

His leadership may shape IPOA’s approach to addressing complex security concerns while balancing transparency and justice.
