Sakaja Orders Property Owners in Upper Hill, Westlands, and Ngara to Repaint Buildings

Nairobi Governor Johnson Sakaja is taking action against property owners in various parts of the city, including Upper Hill, Westlands, and Ngara, following a recent directive for landlords to repaint buildings in Nairobi’s Central Business District (CBD).

Just two days after the initial announcement, it has become clear that the repainting requirement will extend beyond the CBD to include other key areas.

In an official notice issued by Patrick Analo, the County Chief Officer for Public Planning, it was confirmed that property developers in the Westlands Shopping Center area are also expected to follow the order.

Furthermore, developers in Upper Hill, a key area housing government and private offices such as the Ministry of Health, Water, Transport, and the Kenya National Library, will be required to apply fresh coats of paint to their buildings.

The notice also clarified which buildings within the CBD are affected, with Ngara, a part of the CBD’s downtown area, added to the list of zones where the directive applies.

This means property owners in these areas, including those along Uhuru Highway, Haile Selassie Avenue, University Way, and Kirinyaga Road, must repaint their buildings within 90 days starting from the notice’s issue date.

Governor Sakaja had first shared this directive during a church service in Kariobangi South, where he elaborated on the plan to beautify and clean Nairobi in collaboration with the national government.

The repainting initiative is part of broader efforts to improve the capital’s infrastructure.

Property owners in the affected zones have been given a 90-day window to comply with the directive or face legal consequences.

The notice emphasized that if the buildings are not repainted and properly lit within this period, the County Government of Nairobi will begin legal enforcement actions.

The directive aligns with the Public Health Act (Cap 242), specifically Section 118(b), which calls for ensuring that buildings with deteriorating paint do not pose public health risks.

Additionally, this repainting order is part of a larger citywide cleaning campaign that includes other measures, such as requiring hawkers to vacate the CBD.
