Mandera County Fires Four Health Officials Just a Week After Appointment
The Mandera County Government, under the leadership of Governor Mohammed Adan, has revoked key appointments in the county’s healthcare sector just a week after the officials assumed office.
In a Kenya Gazette notice published on Friday, Mandera County Health Services Chief Executive, Mumtaza Bishar Musa, announced the revocation of four board members’ appointments on behalf of the governor.
The affected individuals—Oman Issack Abdi, Abdikadar Daud Adan, Shamhad Mohamud, and Rashid Mohamed Ahmed—had recently been appointed to important roles in the county’s health sector.
The first three were serving as board members of the Mandera County Teaching and Referral Hospital, while Rashid Mohamed Ahmed had been appointed as the chairperson of Kotulo Sub-County Hospital.
The revocation notice cited section 13 of the Mandera County Health Services Improvement Financing Act, 2024, as the legal basis for the decision.
“In exercise of the powers conferred by the provisions of section 13 of the Mandera County Health Services Improvement Financing Act, 2024, the County Executive Committee Member for Health Services revokes the appointment of Oman Issack Abdi, Abdikadar Daud Adan, Shamhad Mohamud, and Rashid Mohamed Ahmed as members of the respective hospital boards as per Gazette Notice No. 1115 of 2025,” the notice read.
Shortly after revoking the appointments, the county government announced a fresh list of officials to take over the positions.
Abdisalam Adan Ahmed, Abdishakur Daud Adan (who was reappointed), and Sahara Mohamed Noor were selected as the new board members of the Mandera County Teaching and Referral Hospital. Meanwhile,
Abdiaziz Issack Nurow was appointed as the new chairperson of Kotulo Sub-County Hospital. He is expected to serve in this capacity for a term of three years, overseeing the hospital’s operations and administration.
The appointment of the new officials was done under section 12 of the Mandera County Health Services Improvement Financing Act, 2024.
“In exercise of the powers conferred by the provisions of section 12 of the Mandera County Health Services Improvement Financing Act, 2024, the County Executive Committee Member for Health Services appoints the following board members for the respective County Government Hospitals for a period of three (3) years, effective from 1st February 2025: Abdisalam Adan Ahmed, Abdishakur Daud Adan, and Sahara Mohamed Noor,” the official notice stated.
Despite the sudden changes, the county government did not disclose the reasons for firing the newly appointed officials, who had only been in office for a few days. The move has raised questions about what might have led to their abrupt removal.
Meanwhile, appointments to other key healthcare institutions, including Rhamu, Banisa, Lafey, Takaba, and Elwak sub-county hospitals, remained unchanged as per the earlier gazette notice.
This decision by the Mandera County Government has sparked curiosity and speculation among residents, with many wondering why the officials were removed so soon after their appointment.
