President Ruto Reshuffles Principal Secretaries & Nominates New Appointees

President William Ruto has reshuffled his team of Principal Secretaries (PSs), making significant changes to the government’s structure.

Six current PSs have been reassigned to new roles, and 14 new appointees have been nominated, including individuals aligned with former Prime Minister Raila Odinga. This reshuffle reflects the president’s aim to bring fresh perspectives into government and optimize its functioning.

In an official statement shared by State House Spokesperson Hussein Mohammed on Thursday, it was announced that Amos Gathecha, who previously served in the Public Service docket, has been promoted to the position of Deputy Head of Public Services.

There were also notable promotions within the government. Professor Edwin Kisiangani, who had been working in the ICT Ministry, has now been elevated to serve as the senior advisor and member of the President’s Council of Economic Advisors, a key role aimed at advising the president on economic matters.

In addition, the president nominated 14 new individuals to the position of Principal Secretaries.

The list includes Jane Kare Imbunya, who will head the State Department for Public Services and Human Capital Development, and Regina Akoth Ombam, who will take charge of the State Department for Trade.

Cyrell Wagunda Odede has been appointed to the State Department for Public Investment and Asset Management, while Caroline Wanjiru Karugu, who has close ties to Raila Odinga, has been nominated for the position of PS for East African Community Affairs.

Other new appointees include Oluga Fredrick Ouma, who will handle Medical Services, and Ahmed Abdisalan Ibrahim, who will serve in National Government Coordination.

Other key appointees are Judith Naiyai Pareno for Justice, Human Rights, and Constitutional Affairs, Bonface Makokha for Economic Planning, and Prof Abdulrazak Shaukat for Science, Research, and Innovation.

Additionally, Stephen Isaboke will oversee Broadcast and Telecommunication, Micheal Lenasalon will take charge of Devolution, Fikirini Katoi Kajindi will focus on Youth Affairs, Carren Ageng’o Achieng will work on Children Welfare Services, and Aden Abdi Millah will be in charge of Shipping and Maritime Affairs.

This reshuffle is part of President Ruto’s strategy to enhance government efficiency and harness the potential of emerging sectors in Kenya’s economy.

Some notable reassignment changes include Professor Julius Bitok, who has been moved from the State Department for Immigration to head the State Department for Basic Education.

Similarly, Teresia Mbaika has been reassigned to the State Department for Aviation and Aerospace Development, after serving as the PS for the State Department for Devolution.

Further shifts include Ishmael Madey, who will now serve in the State Department for Special Programmes, and Harry Kimtai, who has been moved from the State Department for Medical Services to the State Department for Mining.

Elijah Mwangi has been reassigned to the State Department for Sports, previously headed by Peter Tum. Finally, the former Basic Education PS, Belio Kipsang, has been reassigned to the State Department for Immigration and Citizen Services.

This reshuffle aims to ensure that the government is well-positioned to meet the demands of a rapidly evolving political and economic landscape.
