CS Chirchir Fires 6 NTSA Officials, Appoints 61 Others in County Transport Shake-Up

Transport Cabinet Secretary Davis Chirchir has made major changes in the County Transport and Safety Committees across Kenya.

In a new announcement published in the Kenya Gazette dated June 13, 2025, the CS revealed that he has appointed 61 new members to serve on these committees and revoked the appointments of six others who had been previously serving.

According to the notice, the newly appointed individuals will now be members of the County Transport and Safety Committees in various counties.

The appointments are made under the authority granted by Section 21 of the National Transport and Safety Authority (NTSA) Act.

“In exercise of the powers conferred by section 21 of the National Transport and Safety Authority Act, the Cabinet Secretary for Roads and Transport appoints the persons whose names appear in the second column of the First Schedule under the Sub-section specified in the third column to be Members of the County Transport and Safety Committees of the respective counties with effect from the 13th December, 2024,” the notice stated.

The bulk of the new appointees will serve in groups of six in counties such as Mombasa, West Pokot, Tana River, Busia, Wajir, Siaya, Laikipia, Nyeri, and Kajiado. Marsabit and Kakamega each received two appointees, while Kisii, Meru, and Machakos counties got one appointee each.

These members are expected to play a key role in helping improve road safety and transportation services in their respective regions.

At the same time, CS Chirchir announced that six officials who were serving in these committees have had their appointments revoked. The revocations were also part of the same gazette notice.

According to the statement, the names of the individuals being removed appear in the Second Schedule, along with the counties they were serving and the gazette notice under which they had been appointed.

The notice explained: “The appointments of the persons whose names appear in the second column of the Second Schedule who were appointed as Members of County Transport and Safety Committees indicated in the third column vide the Gazette Notice indicated in the fourth column are revoked.”

Out of the six officials dismissed, two were from Kakamega County, while the others were from Marsabit, Machakos, Meru, and Kisii—each county losing one official.

These six individuals had been appointed to their roles through a gazette notice in February 2024 and were supposed to serve for a three-year term.

However, their appointments have now been cut short, and the government has not publicly shared the reasons behind the early terminations.

CS Chirchir’s changes in the transport sector come as part of wider efforts to enhance efficiency, accountability, and safety in road transport services across counties.

In a separate government appointment also published in the Kenya Gazette, Lands Cabinet Secretary Alice Wahome made key changes within the land administration of Kajiado County.

She appointed Annet Sision Lempee to serve as a board member of the Kajiado West Land Control Board for a period of three years.

Additionally, she named Deputy County Commissioner William Ngochila Ole Kakimon as the chairperson of the Elangata-Waus Land Control Board in Kajiado West.

Alongside him, the administration officer will serve as the secretary of the board, and the Sub-County Agricultural Officer, Ruto Joseph, will be a member.

Other individuals appointed to the board include Joel Kisau Sayianka, Kanjori Ole Singeen, Judith Ntimipili, Raphael Maraunta Kipas, Peter Lopejo, Kayie Tiampati, Janet Parori, Jeremia Mepukori Nairowua, and Naisei Loibuluenkop.

This group will be tasked with overseeing land matters in the area, ensuring that land transactions are handled fairly, legally, and transparently.

These appointments reflect ongoing efforts by various ministries to strengthen governance structures both in transport and land administration at the county level.
